On 12/12/2023 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to First Flight By La Petite's infant center for the purpose of conducting a "Case Management - Licensee Initiated/Increase In Capacity" inspection, the current capacity is 54 consisting of; 14 infants and 40 toddlers. The licensee is requesting an increase of capacity to 56 children; 32 infants, ages 6 weeks to 18 months, and 24 toddlers, ages 18 -36 months. The licensee plans to add room 2 (toddler option) on the west side of the outdoor activity area in order to accommodate the increase.

The Infant program will consist of:

  • Rooms 1 & 2 ("Infant Room" first two doors in the east building, closest to the kitchen, with crib room), ages 6 weeks - 12 months. (the feeding area was not calculated as activity space)
  • Rooms 1 & 2 ( "Infant Room" second set if two doors in the east building), ages 12 - 18 months ( eating activity area was calculated as activity space, the area is used for eating and crafts). These children will use cots for napping.
  • Rooms 1 & 2 ( "Toddler Option" - first two doors in the west building), ages 18 - 36 months (feeding/activity area was included in activity space).

There were two toilets and two sinks located in the east building and changing tables within arms reach of a sink, in each classroom, and four sinks and three toilets dedicated to the "Toddler Option" in the West building.

Measurements for the Infant Program's Indoor Activity Space = 2067.81, which will accommodate the requested capacity.

Measurements for the Outdoor Activity space = 5981.15, which will accommodate the required outdoor square footage requirement.

The director was informed that all infant and toddlers must only use the outdoor activity space dedicated to the Infant Program. Per Title 22, Section 101438.2 - Outdoor Activity Space for Infants: Outdoor activity space shall be physically separate from space used by children in the child care center and school-age child care center components. Toddlers and infants are on alternating outdoor schedules, although there is enough square footage, to accommodate the separate requested capacity's for each component and no waiver shall be required, the center is requesting that both components have access to the entire outdoors area during specified schedules of outdoors play.

The director was advised reference regarding Infant care is located in; Title 22, Division 12, Chapter 1, Sub-chapter 02. Infant Care Centers, also the Infant care center shall obtain written permission from the child's authorized representative for the placement of the child in the toddler program.

Based on todays observations and measurements the licensee shall be recommended for an increase in capacity for 56; 32 infants and 24 toddlers.

An exit interview was conducted and this report was discussed and provided to Gabby Romero - facility representative. Pg. 2
