On 11/06/2023, Licensing Program Analyst (LPA) Lisa Clayton and LPA Wheatley conducted an unannounced visit to deliver the findings on the above allegation(s). LPA Clayton and LPA Wheatley were greeted by Director Gabby Romero. LPA Clayton and LPA Wheatley toured the CCC inside and outside for Health & Safety inspection. LPA Clayton observed 52 children, being supervised and cared for by 8 fingerprint cleared staff.

During the investigation LPA Clayton visited the CCC unannounced on 08/31/2023, 10/19/2023 11/06/2023.

On 08/31/2023, LPA Clayton toured the facility and observed LPA Clayton observed twelve 2-year-old children and five 4-year-old children in the same classroom, being supervised and instructed by the same staff.

On 11/06/2023, LPA Clayton conducted a tour of the facility, and LPA observed the Teacher - infant ratio to be out of regulatory compliance (1 Teacher caring for 5 infants) in room “Infant 2”.

On 11/06/2023, LPA Clayton and LPA Wheatley toured the facility and observed the following:
Infant Room 2 - LPA Clayton observed the Teacher - infant ratio to be out of regulatory compliance (1 Teacher caring for 5 infants).

“Toddler option 1 - LPA Wheatley observed the Teacher – infant ratio to be out of regulatory compliance (2 teachers caring for 16 toddlers).

LPA Clayton and LPA Wheatley observed toddlers playing on the yard, away from the visual supervision of the teachers. LPA Clayton and LPA Wheatley had to remind the teacher several times that the children were out of her eyesight, and to bring the children to an area where she could see them.

Based on LPA Clayton and LPA Wheatley observation of children in care, the above allegations are SUBSTANTIATED. A finding that the complaint is substantiated means that the allegation is valid because the preponderance of the evidence standard has been met.

Exit interview conducted and report was reviewed with Director Gabby Romero. A notice of site visit was given and must remain posted for 30 days.

This requirement was not met as evidenced by LPA Clayton observed the Teacher - infant ratio to be out of regulatory compliance (1 Teacher caring for 5 infants), and LPA Wheatley observed the Teacher – infant ratio to be out of regulatory compliance (2 teachers caring for 16 toddlers) posing an immediate Health and Safety risk to children in care.
