On 4/30/2024 Licensing Program Analysts (LPA) Judy Laureano and Cristina Castellanos arrived at above mentioned facility for the purpose of investigating the above-mentioned allegation. Upon arrival, LPAs met with Gabby Romero, Facility Director and discussed the purpose of the visit. LPAs toured the facility and observed 44 children in care with 8 staff and director providing care and supervision. Director stated one staff member was currently on break.
During the initial inspection at 12:46 p.m., in the Toddler Option eating area LPAs observed 4 cleaning bottles, labeled “cleaner solution” under the children’s sink cabinet. Director open the cabinet door and LPAs observed a broken safety latch. The eating area was observed with both entry ways to have closed safety gates and no children were present in the eating area. Based on LPAs observation the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTATIATED. California Code of Regulations, Title 22, Division 12, and Chapter 1. As a result of the substantiated allegation, a Type B citation will be issued for violation, please see LIC 9099D.
An exit interview was conducted with Director Gabby Romero. A copy of this report and appeal rights were discussed and left with Director. Appeal rights were explained and given to the Director. A copy of this report was provided to the Director along with the Notice of Site Visit.

During the insoection Director Romero removed all chemicals from the unlocked cabinet. Director and staff will ensure that all toxins and chemicals are made inaccessible to children in care at all times.

Based on observation, the facility did not comply with the section cited above LPAs observed cleaning solutions in an unlocked cabinet underneath the children's sink. Children were not present during the observation in which posed a potential health,and safety risk to persons in care.
