This is an amended report to reflect timeline of events during the investigation.
On 5/19/26 Licensing Program Analyst (LPA) Angela Luz conducted an unannounced subsequent complaint visit to deliver findings. LPA met with Assistant Director Nancy Medina and informed them of the reason for the visit. LPA toured the facility inside and outside and noted 24 infant children supervised by 6 infant staff, 20 toddler children supervised by 4 toddler staff, and 18 preschool children supervised by 3 preschool staff.

On 5/1/26 the El Segundo Regional Office recieved the complaint with the above mentioned allegation.

On 5/5/26, LPA made initial complaint visit and received copies of name-to-face transition logs, parent handbook, employee handbook, sign in/out sheets, staff timecards, and staff roster. LPA conducted staff interviews and observations. On 5/19/26 LPA made a subsequent visit to make observations and deliver findings.

Pertaining to the allegation: Facility are operating out of ratio
The maximum ratio for the preschool program is 1 staff to 12 preschool children.
On 4/24/26 LPA noted there was one preschool staff with 13 preschool children at 8:50AM. Another child was dropped off at 8:54AM. Two additional staff arrived to the classroom at 9:02AM. On 4/27/26 LPA noted there was one preschool staff with 13 preschool children at 9:07AM. Another child was dropped off at 9:36AM. One additional staff arrived to the classroom at 9:52AM.

Pertaining to the allegation: Facility are comingling daycare children
On 4/20/26 LPA noted that the first toddler child to arrive was signed in at 7:24AM. The toddler opening teacher clocked into their shift at 7:30AM.

Interviews revealed there are times that the Toddler option children are dropped off in the Early Preschool room, sometimes for about 10 minutes. LPA was informed that after the visit on 5/5/26 the facility adjusted toddler opening staff start time to better accommodate toddlers who may arrive earlier.

During facility tour on 5/19/26, LPA observed one toddler aged child dropped off in the Early Preschool room. LPA noted that the toddler child was placed into the toddler classroom within one minute after being dropped off. LPA conducted interviews regarding the toddler child being with preschool children. Responses revealed families like to drop off children together, and it is routine for them. When the child is ready, staff place the child into their appropriate classroom.

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California Code of Regulations,Title 22 regulations, are being cited on the attached LIC 9099D.

LPA Angela Luz informed the Assistant Director Nancy Medina that this report dated 5/19/26 documents 2 Type A citations which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care.

Also, LPA Angela Luz informed the Assistant Director Nancy Medina to provide a copy of this licensing report dated 5/19/26 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Assistant Director Nancy Medina.
