PERSONAL RIGHTS: Facility staff yelled at children in care.

On 11/09/2023 Licensing Program Analyst (LPA) Lisa Clayton conducted an unannounced visit to deliver the findings on the above allegation(s). LPA was greeted by Director Gabby Romero. LPA Clayton toured the CCC inside and outside for Health & Safety inspection. LPA Clayton observed 7 preschool children napping, being supervised and cared for by fingerprint cleared staff.

During the investigation LPA Clayton visited the CCC unannounced on 08/31/2023, 10/19/2023 and 11/09/2023. The investigation included record review, interviews with staff and children in care.

The interviews with child(ren) revealed that the teacher mentioned in the complaint yelled at child(ren) in care, and in the interviews with staff it was reported that the teacher mentioned in the complaint allegations has been observed yelling at the children on more than one occasion.

Based on the information obtained in LPA Clayton's interviews which were conducted, the preponderance of evidence standard has been met, therefore the allegation that the facility staff yelled at children in care is found to be SUBSTANTIATED.

Deficiency is cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes on the attached LIC 9099D.

Exit interview conducted and report was reviewed with the Director Gabby Romero. LPA Clayton discussed and provided Director with the Appeals Rights.



A Notice of Site Visit was given to Director Gabby Romero, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

This requirement is not met as evidenced by: Interviews conducted with children revealed that the teacher mentioned in the complaint yelled at child(ren) in care, and staff reported that the teacher mentioned in the complaint allegations has been observed yelling at the children on more than one occasion, which poses an immediate health and safety risk to children in care.
