NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 1/19/2023 Licensing Program Analyst (LPA) Jillinda Chandler made an announced vista to Hermosa View Star for the purpose of conducting a pre-licensing inspection. The applicant is requesting an school-age license for 140 children ages 4.6 -8 years of age. The program will be an after school program located on the Hermosa View elementary school campus. Per the Hermosa Beach City School District's approval of use of school facilities" the following rooms will be dedicated to the school-age program, rooms: 224,225,401,501, 601, 602 and the multipurpose room. The agreements allows full use of the out door activity space. The agreement is valid 9/6/2022 - 6/22/2023. The hours of operation are as follows: Monday-Friday/ 7:00 A.M - 8:45 A.M; Monday, Tuesday, Thursday, and Friday 2:00 P.M. -6:00 P.M.; Wednesday 1:00 P.M.-6:00 P.M. There is a approved fire clearance on file conducted by Michael Judkins of the L.A.County Fire Department. Per Health and Safety Code Sections the following exemptions shall apply: 1596.806(a), (a)(1), (a)(2) state: (a) A room used as a classroom by a school-age child care program shall not be required to meet the square footage or toilet requirements for child day care centers if the program is operated on either of the following:

Per Title 22 section 101538.3(d) The capacity per room for a school-age child care program that meets the requirements of Health and Safety Code Section 1596.806 shall not exceed the number of children for which a room of this size is commonly approved for school use during the school day.

The following was observed.

First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer

Age appropriate equipment was observed in good repair

Drinking water will be provided through filtered water dispensers

The school has central heating and cooling.

The school has central heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects or debris

Adequate lighting was observed

The classrooms were clean in good repair

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children

The facility was equipped with a working telephone

Staff shall sign children and parents or authorized adults will sign children out.

The required postings were also posted in a common area for parents and visitors review

The program will provide an evening snacks

Center has devised an Incidental Medical Service plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair.

Age appropriate toys and equipment were observed in good condition.

No hazardous conditions or equipment was observed during today’s visit.

Filtered water faucets and bottle water will be available for an outdoor water source

LPA observed shade and benches for resting.

Based on today’s inspection the facility shall be recommended for a capacity of 140 school-age children, determined by the applicants request.

facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
