On 04/02/2024, Licensing Program Analyst (LPA) Adrian Risher conducted an announced Case Management visit for the purpose of an inspection for a proposed capacity increase. LPA met with Daniel Brown, Licensee and toured the facility inside and out. The facility is applying for a capacity increase from 08 to 14. Upon arrival, LPA observed 4 children in care with 2 staff members. The operating hours are 24 hours 7 days a week. The fire clearance was granted on 02/15/2024 by inspector Ildefonso Felix.

The single family home has 4 bedrooms and 2 1/2 bathrooms. The daycare will consist of living room, dining room, Bedroom 1, Bedroom 2 and Bathroom 1. These areas were inspected by living room. The other bedrooms and rooms are considered off-limits and inaccessible. The living room is used for daily activities. The dining room is used for eating. Bedroom 1 is used as a classroom setting and for napping. Bedroom 2 is used as an isolation area when needed. Bathroom 1 is located inside of Bedroom 1. Cots and playpens are used for napping. Licensee is renting the home. Applicant provided the updated property owner/landlord consent form with the application.

LPA inspected the bathroom and did not observe any medications or poisons that could pose a potential risk to children in care. The kitchen was inspected during the visit. LPA did not observe any knives or sharp objects, detergents or cleaning supplies that would pose a potential risk to children in care. These items were made inaccessible to the children. Licensee has a safety gate at the entrance of the kitchen.

The outside play area is located in the backyard. There are no bodies of water at the home. The outside play area is gated all around.

LPA observed a charged fire extinguisher (2-A:10-B:C). LPA tested the smoke detector and carbon monoxide detector. Licensee has a first aid kit which includes band aids and a thermometer. The home has central heating and air. LPA did not observe any baby walkers, exersaucers or bouncers.

Licensee has current CPR, first aid, health and safety which expires 06/2024. There are no firearms on the premises. Applicant reports that there are no pets in the home.



The parent board will be posted for parents to view required information such as the license, parent's rights poster, personal rights, and emergency disaster plan. A copy of the children's roster will be kept accessible.

A license to operate a Large Family child care home will be approved following final administrative review. No license will be issued today 04/02/224.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The licensee provided proof of control of property.
Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
