On 10/2/2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Village Tree Infant Center for the purpose of conducting a case management - licensee initiated inspection. LPA met with Hazel Gopilan (director), also present were
Cindy Contreras (director for the Duquesne site) and Makhaila Causey (director of the Dunn site). The applicant is requesting an increase in capacity for the current infant program, which currently has a capacity of 18 infants, ages 8 weeks - 24 months, the licensee wishes to increase the capacity to 26 infants .The building is a converted 2 story home, infant care is conducted on the lower level, the upper level is used as the directors and staff office (off limits with a gated stair case). The licensee plans to accomplish the increase by adding the detached room in the rear of the center, the room was previously used as a mommy and me area and not used in the previous capacity.There is an approved fire inspection on file conducted on 9/17/2024 by Inspector Sivaborvorn of the L.A City Fire Department – Institution Unit.

The classrooms were clean, rugs and floors were in good condition

The center was equipped with cameras indoors and outdoors

LPA observed an adequate amount of storage bins for children’s belongings.

Trash cans used for solid waste were observed with tight fitting lids

LPA observed a carbon monoxide detector in operable condition.

LPA observed a fire extinguisher, last inspected 1-17- 2023

Previously the Mommy and me room would be used for isolation of ill children, per the director children will be isolated in the directors office. There shall be a cot, crib or pack and play provided for resting.

LPA observed 12 cribs in the main indoor space, children being cared for in the rear classroom will be ages 18 - 24 months and will use cots for napping. LPA observed cots in good condition.

LPA observed age appropriate toys and furniture. The combination of toys provided and encourage: Auditory stimulation, visual stimulation, tactile stimulation, manipulative skills

There was one changing table within arms reach of a sink located inside the classroom.

5 sinks, 2 toilets and 1 urinal, located in the main classroom. The center does not potty train children at this site. LPA did not observe toileting equipment in the rear classroom. LPA discussed the probability of the need to have a potty chair available in the case arrangements are made between the licensee and parents. The director was informed there is a ratio of 1 potty chair per every five children in care.

Measurements for the indoor activity space were 962.80 which will accommodate the requested capacity.

Measurements for the outdoor activity space were 1718.64 which will not accommodate the indoor capacity, based on the outdoor measurements there shall be no more than 22 children in the combined outdoor activity spaces. Licensee shall request a waiver of Title 22, section 101238.2 (a) - Out door Activity Space.



Based on todays observations, measurements and pending waiver approval, the center shall be recommended for an increase in capacity from 18 to 26 children based on the licensees request.

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). The Child Care Center is in the process of having Lead Testing conducted.
LPA referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
This facility has devised an Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA reviewed with applicant the LIC. 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
