On 05/10/2025 at 12:34 P.M. Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to St. Joseph Early Learning Center for the purpose of conducting a pre-licensing inspection. The applicant is requesting a preschool program with a capacity of 44 children ages 2 -5 years and a toddler option with a capacity of 18 toddlers ages 1.5 - 3 years of age. LPA met with director Veronica Montano- Sanchez who provided a tour of the facility. Days and Hours of operation are 7:30 A.M - 4:30 P.M. An approved fire clearance is on file conducted by inspector Man Sivaborvorn of the Los Angeles Fire Department Bureau of Fire Prevention.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger was observed.

Carbon and smoke detectors were observed

First aid kits were observed with the required essentials: scissors, bandages, tweezers, and thermometer

Age appropriate toys and equipment were observed in good repair.

Central heating and cooling was used to control the class room temperature.

Adequate lighting was observed

The classrooms were clean, rugs were in good condition

storage bins for children’s belongings and diapering needs were observed

Trash cans used for solid waste were observed with tight fitting lids

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed a storage room.

The directors office will be used for isolation of ill children and an isolated toilet will be used only by the ill child and that section would

classrooms are not equipped with working telephones the nearest working telephone is located in the office and reception area.

Parents and authorized adults will sign in using their original signatures.

The required postings were also posted in a prominent area for parents and visitor's viewing

Children will nap using cots and mat, the cots and mats were observed in good condition.

No baby walkers or bouncers were observed during today inspection.

The measurements for the indoor activity space was 1964.93 divided by 35 SQ. FT. per child = 56 children

FOOD SERVICE:

Meals will be provided by the parents. The school will serve snacks only.

LPA observed a full kitchen for food prepping and storage.

RESTROOMS:

LPA observed 5 age appropriate toilets (one toilet per every 15 children is required) for a total of 75 children.

There were 5 age appropriate sinks (one toilet per every 15 children is required) for a total of 75 children.

A changing table within arms reach of an sink.

OUTDOOR ACTIVITY SPACE

The play yard was fully gated with a gate approximately 4 feet or higher.

Artificial grass and resilient cushioning was observed under all climbing equipment.

No hazardous condition were observed in the out doors area.

Measurements for the outdoor activity space = 4253.40 divided by 75 SQ. FT per child for a total of 56 children

Based on measurements and observations the center shall be recommended for licensure for a capacity of 38 preschoolers and 18 toddlers,determined by the indoor and outdoor measurements pending approval of a shared outdoor space waiver.

(1)A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

(2) The toddler program shall be conducted in areas physically separate from those used by older or younger children. Space planning and usage for the toddler component shall be governed by the provisions of Section 101438.3. Plans to alternate use of outdoor play space must be approved by the Department.

facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
