On 09/06/2023 Licensing Program Analyst (LPA) Clayton made an unannounced visit to the Kovacs Family Child Care home to conduct a pre-licensing inspection for a family childcare home relocation. LPA was greeted by applicant Szilvi Kovacs. There were no children in care. Hours of operation are Monday through Friday 8:30a.m. to 5:00 p.m. Licensee provides snacks and water.

LPA Clayton toured the home inside and outside for a Health and Safety inspection. The home is neat and clean with heating and ventilation for safety and comfort. The home has working telephone service and LPA confirmed the phone number is (310) 844-5840.

Current facility sketch was reviewed, and LPA confirmed that this is a duplex that includes the following: 1 bedroom, bathroom, living room/dining room, kitchen, fenced front and backyard.



The ON LIMIT AREAS are as follows: kitchen, living room/dining room (daycare eating, napping and activity room) bathroom and the fenced front and back yard. The ISOLATION AREA will be in the day care activity room.

OFF-LIMIT AREAS are as follows: bedroom #1, which is inaccessible to children in care by closed and/or locked doors and visual supervision.

LPA Clayton observed a fully charged 2A10BC Fire extinguisher in the daycare activity room, and a working carbon monoxide/smoke detector combo. A Pull Fire Alarm is installed, and a Fire Clearance was granted on January 11, 2023, by the LA City Fire Department Institutions Unit.



Licensee ensures that children in care are supervised at all times and is aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.

LPA observed age-appropriate toys and learning materials present at the facility during today's inspection. The outdoor play area is fenced and free from defects or dangerous conditions. There are ample age-appropriate toys that are safe, clean and in good repair.

LPA Clayton observed an 8-inch-deep stream leading to a 1 ft deep x 5 ft wide mud pond in the back yard. LPA Clayton advised the applicant that the pond must be gated according to Title 22 regulations as follows: 102417 (g) (5) (A) All licensees shall ensure the inaccessibility of pools (in-ground and above-ground), fixed-in-place wading pools, hot tubs, spas, fishponds and similar bodies of water through a pool cover or by surrounding the pool with a fence. (A)Fences shall be at least five feet high and shall be constructed so that the fence does not obscure the pool from view. The bottom and sides of the fence shall comply with Division 1, Appendix Chapter 4 of the 1994 Uniform Building Code. In addition to meeting all of the aforementioned requirements for fences, gates shall swing away from the pool, self-close and have a self-latching device located no more than six inches from the top of the gate. Pool covers shall be strong enough to completely support the weight of an adult and shall be placed on the pool and locked while the pool is not in use.

There are no firearms or ammunition on the premises. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children in care.



Licensee’s Mandated Reporter Training and Pediatric CPR/First Aid are current. LPA Clayton reminded Licensee that the above-mentioned certifications are to be renewed every 2 years, per Health and Safety Codes and Title 22 Regulations for Child Care.
LPA discussed Safe Sleep Regulations with licensee. Licensee stated that she does not care for infants (all enrolled children are 2 years and older). LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­resources/safesleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Safety Product Commission (CPSC) website https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reminded Licensee of the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.

During the exit interview, applicant Szilvi Kovacs confirmed that there are no Registered Sex Offenders living in the home and LPA completed the RSO profile in FAS.

* a childcare compliant gate making the pond inaccessible to children in care.

An exit interview was conducted, a copy of this report was read and provided to the Licensee. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
