On 5/24/2022 at 10:00 a.m. Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Savoir Faire Immersion Preschool (infant center) facility number 197495246 for the purpose of conducting a pre-licensing inspection. The applicant is requesting an infant program with a capacity of 36 infants ages 0-24 months, and 24 Toddlers ages 18-36 months.
The facility is located in a multi- complex area on the Redondo Beach Pier. The building is a 2 story building, day care operation are held on the lower level, the upstairs area leads to a storage room ( this room was observed to be inaccessible to children). The applicant also has a second preschool located on the same pier Savoir Faire Language Institute # 197419068.

The following was observed of the:

INDOOR ACTIVITY SPACE: Title 22, sect. 101438.3

Fire extinguishers were 2AB10C or larger was observed, last serviced 11/18/2022

Central heating and cooling systems are used to control classroom temperature.

Adequate lighting was observed. Windows screens were in good repair and free of insects, dirt and debris

The classrooms were clean, rugs and floors were in good condition

The center was not equipped with cameras indoors or outdoors

LPA observed an adequate amount of storage bins and back pack hooks for children’s belongings.

Trash cans used for solid waste were observed with tight fitting lids

LPA observed carbon monoxide detectors during todays inspection

First aid kits were observed with the required essentials: scissors, bandages, tweezers, antiseptic solution and thermometer

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed a storage rooms and locked cabinets.

The center has a working telephone service for communicating.

Parents and authorized adults will sign in using an electronic application (Pro-Care). Applicant is reminded that sign in sheets shall be made readily available for review by the department, for a minimum of 30 days.

The required postings were posted in a prominent area for parents and visitor's view: Menus, LIC. 613A: Personal Rights, PUB. 269: Child passenger restraint system poster, PUB 393: Notification of Parents’ Rights, LIC. 610: Emergency Disaster Plan

LPA observed age appropriate toys and furniture. There were toys provided and encouraged: Auditory stimulation, visual stimulation, tactile stimulation, manipulative skills

LPA observed a separate crib room with 7 cribs, applicant shall add emergency evacuation wheels to at least 2 cribs. Applicant is hereby advised to ensure form # LIC. 9227- Infant Sleeping Plan, to be added to the infants personal file. All service plans shall be adjusted according to child's needs.

The infant care center shall obtain written permission from the child's authorized representative for the placement of the child in the toddler program.

LPA observed age appropriate, low feeding chairs and tables. Applicant is advised infants that are unable to sit in chairs or hold their bottle, shall be held during feeding, bottles shall not be propped during feedings.

There were three changing tables, LPA observed two within arm reach of a sink, during todays inspection, applicant provided proof of purchase for the third sink (added to total amount of sinks)

No baby walkers or bouncers were observed during today inspection.

Directors office shall be used for isolation of ill children, applicant was advised that a crib or a cot shall be made readily available for the child, per applicant a potty chair will be made available.

There are three rooms dedicated to infant care: Infant room, Walker room, and the Explorer room

The total measurements for the indoor activity space was 2023.04 divided by 35 SQ. FT. per child = 57 children; 23 infants, 13 Walkers and 21 toddlers (Explorer Room)

FOOD SERVICE: Title 22, sect. 101427

Parents are to provide meals, the center will provide snacks for the older infants. Parents are to prepare formulas or desired milk, the center will heat them according to child's service plan.

The center is hereby informed that a supply of formula and foods shall to be available for emergency purposes, emergency formula can be provided by parents or the childcare center.

The center has a kitchen with refrigeration and heating source for infant foods and formulas. LPA did not observe any contaminated foods or hazardous conditions in this area, this area is inaccessible to children in care. A refrigerator was observed in the infant classroom for storing of formulas and foods; Infant bottles and foods shall be properly labeled with child’s names and date of preparation. Applicant was informed that an individual feeding plans shall be discussed and made with the authorized representative and/or physician, prior to the infants first day of care. This plan shall be updated as needed or at the authorized representative's request.

Weekly menus were posted for review. Applicant shall make preparation for alternate meals for children with allergies. The plan shall be in accordance with an Incidental Medical Service plan, and discussed with parents of children with, allergies (epi-pen); asthmatic (inhalers); and children needing Gastronomy tubes (feeding G-tube). Additional information was provided with this licensing report.

RESTROOMS: Title 22, sect. 101439(i)(1)(2)

THERE WERE:

3 toilets = 1 toilets per 15 children for a total of 45 children. Applicant shall provide one potty chair for every 5 children if there are not enough toilet per 15 children.

5 sinks = 1 sink per 15 children for a total of children for a total of 75 children.

Fixtures were age appropriate. The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water only.

OUTDOOR ACTIVITY SPACE: 101438.2

The play yard was fully gated with a gate 4 feet high or higher.

resilient cushioning was observed for cushioning under climbing equipment, toys and equipment were age appropriate and in good repair.

Shade sails were available for shade, and benches for resting.
LPA did not observe any bodies of water in this area during todays visit.

Measurements for the outdoor activity space:
Indoor/outdoor activity space = 298.901581 divided by 75 SQ. FT per child for a total of 3 children.
The outdoor activity space = 1282.80 divided by 75 SQ. FT. per child for a total of 17 children.

Applicant is requesting a waiver of the required 75 SQ. FT per child (Title 22, sect. 101238.2(a) (including the indoor/outdoor activity room) and sect. 101438.2(b) Outdoor Activity Space for infants, requirement, by using shared outdoor space on an alternating schedule.

Based on measurements and observations the center shall be recommended for licensure for a total of 36 infants and 21 toddlers, determined by the indoor measurements.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
