On 01/18/2024, Licensing Program Analyst (LPA) Adrian Risher conducted a complaint subsequent visit regarding the above mentioned allegations to deliver the findings. LPA observed 2 children in care . LPA Risher met with Keywonda Mcdonald, Licensee.
On 01/03/2024, ESCCRO received a complaint regarding Licensee does not ensure copy of license is prominently displayed in the facility while children are in care and Licensee had inappropriate conversations with adults while in front of children in care. Information was received that the Licensee did not have her license posted in a prominent location. Licensee raised her voice and was yelling at a visitor in front of children in care.
On 01/11/2024, LPA Risher conducted an interview with the Licensee. LPA made an attempt to interview the children in care. LPA requested a copy of the facility roster from licensee.
Licensee stated her bulletin board fell down so she had to order a new one for her parent board. LPA observed the License posted in a prominent location during the inspection. Licensee was re-organizing at the beginning of the year so the license was taken down off of her bulletin board.

Licensee stated there was a visitor that came to the daycare to do an inspection. Licensee stated the visitor was yelling during the inspection and the licensee tried to calm the visitor down. Licensee does not raise her voice especially when children are present. Children stated the visitor was attempting to talk to the children in care. The visitor ignored the licensee’s request to bring her voice down. Parents stated the licensee notified parents about the incident the same day that it happened. The licensee wanted to speak to the visitor outside so they were not being loud in front of the children in care. Licensee made several attempts to get the visitor to bring her voice down while the visitor was in front of the children.

A full investigation was conducted which included observations and interviews. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations of Record Keeping & Personal Rights are found to be unsubstantiated. The license is posted in a prominent location when the children are in care. Licensee made several attempts to get the visitor to bring her voice down during an inspection.

Exit interview was conducted with Keywonda Mcdonald, Licensee. Appeal rights was provided to Licensee.
