On July 27, 2023, Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Hermosa Beach Pre-school, for the purpose of conducting a "Pre-licensing" inspection. LPA met with Sylvia Gluck -Director of Administrative Services. Ms. Gluck provided a tour of the facility. The center will be located on the Hermosa View elementary school campus, childcare operations will take place in room 224. The applicant is requesting a preschool license with a capacity of 48 children, ages 3– 4 years. The programs operational hours are: Monday - Friday (8:00 a.m.- 4:00 p.m.), there will be two half day programs: AM Class 8:15 a.m. - 11:45 a.m and the P.M Class 12:00 p.m. - 3:00 p.m. There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire prevention Bureau.

The following was observed of the facility:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger, and the school has an integrated fire alarm system.

Carbon monoxide detectors were not required, The building is a no gas emissions building, as a requirement of the City of Hermosa Beach.

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Age-appropriate furniture and equipment was observed in good repair.

Drinking water will be provided through filtered water fountains. Children will use there personal containers for drinking.

The facility has central heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects or debris.

Adequate lighting was observed.

The classrooms were clean in good repair.

Trash cans used for solid waste were observed with tight fitting lids.

No Fireplaces or open face heaters were observed.

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinets.

The schools health office shall be used to isolate ill children, the office contains a bed and restroom. The school has Licensed Vocational Nurse on campus.

The facility was equipped with working telephones in the classrooms

Parents and authorized adults will sign children in and out, using an electronic devise (Pro Care) the director was informed that reports shall be readily available for printing at the request of the departments representative. Reports should be retained for 3 years.

The required postings were also posted in a prominent area, were parents and authorized representatives could view them.

Measurements for the indoor activity space was 1058.91 divided by 35 SQ. FT. per child = 30 children.

FOOD SERVICE:

Meals are provided by Hermosa Beach City School, free meal program, or parents can elect to provide meals for their child.

Center shall has an Incidental Medical Services (IMS)plan, the plan shall be provided to parents of children with allergies (epi-pen), asthmatic (inhalers), Glucose Monitor ( diabetic injections), and children needing G-tube feeding.

RESTROOMS

THERE WERE:

1 toilet = 1 toilet per 15 children for a total of 15 children. Toilets were standard sized, LPA observed a wide base stool to assist children in accessing the toilet if needed

2 sinks = 1 sink per 15 children for a total of 30 children. Sinks were standard sized, LPA observed a wide base stool to assist children in accessing the sinks.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition. Children shall utilize the elementary schools outdoor activity space. Staff shall delineate the section at the far northeast end of the play ground near the swings and restrooms for outdoor activities. Children shall have access to the swings and asphalt area (for bike riding), but not the climbing apparatus which was not age appropriate, based on the manufacturer sticker.The children shall only use the sensory garden with direct supervision. Director shall provide a declaration and plan of operation regarding the climbing apparatus and the sensory garden.

The play yard was gated with a 4 inch or higher gate.

The stair case and ramp shall be under direct supervision at all times

Resilient cushioning was observed under all climbing apparatus and swings.

Water was readily available for an outdoor water source; children use their personal water bottles for drinking.

LPA observed sail shades for shade and benches for resting.

No hazardous conditions or equipment was observed during today’s visit.

Measurements for the outdoor activity area were 6720.00 (based on school plans) divided by 75 sq. ft. per child for capacity total of 89 children.

During todays inspection the LPA was informed that the requested capacity will be changed to 24 a new application will be provided.

Based on today’s inspection the facility shall be recommended for a capacity of 24 children determined by the applicants request and pending a waiver for the centers toilet capacity and Shared Outdoor Activity Space.

An exit interview was conducted and the report was reviewed with the representative Sylvia Gluck.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four
