On 7/11/2024 Licensing Program Analyst (LPA) Jillinda Chandler and Tyra Chavies made an announced visit to School Days Montessori North for the purpose of conducting a Pre-Licensing (change of ownership) inspection. LPA met with Kaitlyn Tedesco (applicant) and Margaret Tedesco (representative) who provided a tour of the facility. The center is currently operating and there were 30 children and 7 staff present during todays visit.The applicant is requesting a preschool license with a capacity of 71 children, ages 3 years – until entry into first grade and 24 toddlers, ages 18-36 months. There are 2 classrooms dedicated to the pre-school, located on the lower level, and 1 on the upper level (Rm. 3), 1 classroom (4) on the upper level dedicated shall be dedicated to the toddlers. Day care operational days and hours will be Monday – Friday/ 7:30 A.M. – 6:00 P.M. There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire Department.

Fire extinguishers were 2AB10C or larger, last serviced 11/03/2023. Fire Drill last conducted 5/21/2024.

Carbon monoxide detector were observed in operable conditions, in all classrooms

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Age-appropriate furniture and equipment was observed in good repair. LPAs observed several rugs with lifting edges, applicant shall ensure that rugs are clean and free from tripping hazards

Mats were observed for napping in good condition, applicant was informed that beddings must be stored separately.

Cubbies were observed for children’s belongings.

Drinking water will be provided through filtered water dispensers.

The facility has central and split units for heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects, or debris.

Adequate lighting was observed.

Cameras were observed, per the applicant the cameras are non-operable.

Trash cans used for solid waste were observed with tight fitting lids. LPAs observed the trash can in the kitchen shall have a tight fitting lid, measures shall be taken to keep all such areas free of rodents and other vermin.

No fireplaces or open face heaters were observed.

Disinfectants and cleaning solutions and other toxins or poisons were made inaccessible to children in care.

The director's office and staff restroom shall be used for an isolation area for ill children.

The facility was equipped with working telephones in each classroom.

Parents and authorized adults will sign children in and out, using an electronic devise, the applicant was informed that the sign in sheets shall be readily available for printing upon request from the licensing analyst and shall be maintained for a minimum of 30 days .

The required postings were also posted in a prominent area for viewing. Applicant shall post snack menus with portions.

During todays visit applicant made a revision of the requested capacity, the applicant is requesting a capacity of 67 preschoolers and 28 toddlers, to accommodate the indoor measurements.

Measurements for the indoor activity space was 2372.38 square feet for the preschool and 991.48 for the toddlers, which will accommodate the applicant’s request. Pg. 3

FOOD SERVICE:

Meals will be provided by parents, and snacks will be provided by the center. Weekly menus shall posted for review.

LPA observed a fully operable kitchen, storage for foods and a refrigerator with a thermometer, foods and toxins or chemicals were stored separately, and LPA did not observe any expired or contaminated foods.

Center has devised an Incidental Medical Service (IMS) plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), glucose monitors (diabetic) and children needing G-tube feeding.

RESTROOMS

THERE WERE:

10 sinks, 9 toilets and 1 urinal available for children use. Changing tables were observed within arms reach of a sink. Applicant was advised that curtains covering the restrooms poses a supervision risk.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered warm and cold water.

OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in fair condition.
The play yard was gated with a 4 feet or higher gate.

Artificial grass was observed in good condition under climbing apparatus. LPAs observed a sandbox being used for discarded toys, applicant shall remove the toys immediately.

Water was readily available for an outdoor water source; children use their personal water bottles for drinking.

LPA observed sail shades for shade and benches for resting.

LPA recommends there be a barricade on stairs leading from the patio area to the play area to avoid children from falling down the stairs.

Measurements for the outdoor activity areas were, 5453.67 for the preschool yard, which will accommodate the requested capacity, and 1392.03 for the toddler yard which will not accommodate the toddler requested capacity.

The applicant is requesting a waiver to use the toddler outdoor area on an alternating schedule.

Based on today’s inspection the facility shall be recommended for a capacity of 67 preschool children and 28 toddlers determined by the measurements of the indoor space, the waiver approval and the following recommendations:
  • Applicant shall ensure that rugs are clean and free from tripping hazards
  • LPAs observed the trash can in the kitchen shall have a tight fitting lid, measures shall be taken to keep all such areas free of rodents and other vermin.
  • Applicant shall ensure all doors are locked or devise a plan to ensure that children unable to open and add alerting devises to doors leading outdoors.
  • A gate shall be placed at the top of the staircase
  • Applicant shall add facility number to all advertisements.
  • Applicant was advised that curtains covering the restrooms poses a supervision risk and shall be removed.
  • LPAs observed a sandbox being used for discarded toys, applicant shall remove the toys immediately.
  • LPA recommends there be a barricade on stairs leading from the patio area to the play area be barricaded to avoid children from falling down the stairs.
  • Cover water drains and faucets, add privacy covering to side gate in the toddler yard, devise a plan to provide privacy on the upper play yards
  • make electric panel doors and the storage room inaccessible to children
  • Add snack menu with portions to parent board.

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four
LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
