On October 5, 2023, Licensing Program Analyst (LPA) Jillinda Chandler and Laticia Thompson made an announced visit to New City Kids Care. LPA met with Karen Palacio (director) who provided a tour of the facility according to the provided facility sketch. The applicant is requesting a school-age license with a capacity of 28 children, ages 4.9 - 12 years. The building is a two level building with the church on the upper level and 3 classrooms located on the lower level, per the fire department the center shall be allowed to use one classroom until an approved fire alarm system is installed. Day care operational days and hours will be Monday 12:30 P.M. - 6:00 P.M.– Tuesday -Friday/ 1:00 P.M. – 6:00 P.M. and Monday - Friday 8 A.M - 6 P.M. for three in service days. There is an approved fire clearance on file conducted by Inspector Alberto Miranda of the El Segundo Fire Department.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger, last serviced 4/4/2023.

Carbon monoxide detectors were observed in the classroom

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Age-appropriate furniture and equipment were observed in good repair.

Drinking water will be provided through filtered water pitchers and fountains.

The facility has central heating and windows and fans for cooling.

Windows were in good repair free of chipping paint, dirt, insects or debris.

Adequate lighting was observed.

The classrooms were clean in good repair.

Trash cans used for solid waste were observed with tight fitting lids.

LPAs observed a covered fire place, applicant shall ensure the fire place is inaccessible to children in care by adding a locking device to the fire place doors

Disinfectants and cleaning solutions and other toxins or poisons were made inaccessible to children, placed in locked cabinet.

The office and the staff restroom will be used for isolation of ill children.

The facility was not equipped with working telephones, during todays visit, the school is currently using personal cell phones. Parents and authorized adults will sign children in and out, using their original signatures.

The required postings were also posted, in a prominent area for viewing.

Measurements for the indoor activity space was 973.37 divided by 35 SQ. FT. per child = 27 children.

FOOD SERVICE:

Snacks will be provided by the center. Weekly menus were posted for review. LPA observed a full prepping area, this area was clean, the refrigerator was equipped with thermostat and storage for foods were observed. Cabinet and drawers were made inaccessible to children.

The center has devised an Incidental Medical Service (IMS) plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding. IMS was discussed with the director.

RESTROOMS

4 toilets = 60 children. Toilets were age appropriate.

4 sinks = 60 children. Sinks were age appropriate.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition.

The play yard was gated with a 4 inch or higher gate. The applicant plans to use a section of the churches rear parking lot for added outdoor activities. The gate leading to Penn Street shall be made inaccessible to children in care and public traffic when school is in session. Per applicant the section will be securely sectioned off

No climbing equipment was observed during todays visit. Artificial grass was observed in the small play area.

A filtered water fountain was readily available for an outdoor water source

LPA observed a gazebo for shade and benches for resting.

LPA recommends that the telephone pole and the water hose faucets be made inaccessible to children.

No hazardous conditions or equipment was observed during today’s visit.

Measurements for the combined outdoor activity area were 3708.19 divided by 75 sq. ft. per child for capacity total of 49 children.

Based on today’s inspection the center shall be recommended for a capacity of 27 children determined by the indoor capacity. Pending requested corrections and approval of the requested waiver.

The applicant is requesting a waiver of Title 22, section 101238.2(a) – Outdoor Activity Space; to use a section of the church parking lot for outdoor activities.

Required corrections:

  1. applicant shall ensure the fireplace is inaccessible to children in care by adding a locking device to the fireplace doors.
  2. LPA recommends that the telephone pole be made inaccessible to children, and the water hose faucets shall be made inaccessible to children.
  3. The gate leading to Penn Street shall be made inaccessible to children in care and public traffic when school is in session.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
