On 9/26/2024, Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Village Park Preschool and Infant Center for the purpose of conducting a Pre-Licensing inspection. The center is located on the premises of Emmanuel Evangelical Lutheran Church. The applicant is requesting a preschool license with a capacity of 32 children, ages 2 – 5 years; and an Infant license with a capacity of 16 infants, ages 0-2 years. LPA met with Shirani Perera (applicant) who provided a tour of the facility according to the provided facility sketch. There were 2 classrooms (Blue and Red classroom) dedicated to the pre-school program and 1 room (green classroom) to the infant program. Day care days are Monday – Friday, 7:00 A.M. – 6:00 P.M. There is an approved fire clearance on file conducted on 8/15/2024 by Curt Mahoney of the Redondo Beach Fire Department.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2A10BC or larger, last serviced 2/6/2024

Carbon monoxide detectors were observed operable condition in the classrooms.

The first aid kit did not have ointment, scissors, tweezers or tape, applicant shall add the required essentials to the kit.

Age-appropriate furniture and equipment was observed in good repair.

LPA observed 7 cribs and 1 pack and play in a separate napping room. Applicant was advised to check the consumer website for any recalls. Mats were observed for napping, with colored sides in good repair, applicant was informed that beddings must be removed when mats are stacked.

Cubbies were observed for children’s belongings.

Per applicant drinking water will be provided through filtered water faucet, LPA did not observe the filtering equipment during todays visit. LPA observed exposed sink pipes and hoses under the sinks in the classrooms. Applicant shall ensure exposed sink pipes and hoses are inaccessible to children in care

The facility has central heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects, or debris.

Adequate lighting was observed.

The classrooms were clean in good repair. Applicant shall apply alerting devices to all push bar exit doors, the entry door in room 1 and the two in the infant room.

Trash cans used for solid waste were observed with tight fitting lids.

No Fireplaces or open face heaters were observed.

Storage for disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children in care.

Children will isolate in the reading area and use the staff restroom. A cot/mat and crib should be available for use in the isolation area. Children shall be monitored at all times and restroom shall be sanitized after every use

The facility was equipped with working telephones in each classroom.

Parents and authorized adults will sign children in and out, using their original signatures. The required postings were posted outside of entry gate.

Measurements for the preschool indoor activity space was 1120.88 square feet, which will accommodate the applicant’s requested capacity.

Measurements for the infant indoor activity space was 586.50 square feet, which will accommodate the applicant’s requested capacity.

FOOD SERVICE:

Meals and snacks will be provided by parents, applicant was advised, where the infant's authorized representative elects to provide food for the infant but forgets to bring it, the center shall provide appropriate food for the infant and the center shall have foods readily available in the case of an emergency.

LPA observed a prepping area, with a sink, storage for foods and a refrigerator that did not have a thermometer, foods and toxins or chemicals shall be stored separately, and LPA did not observe any expired or contaminated foods. Applicant was advised, there shall be no food or bottle prepping where sinks are within arms reach of the changing tables.

Center has devised an Incidental Medical Service (IMS) plan for children with allergies (epi-pen), asthmatic (inhalers) glucose monitoring (diabetics), and children needing G-tube feeding. IMS was discussed with the applicant.

RESTROOMS

THERE WERE:

7 sinks and 4 toilets available for children use. Three sinks were within reach of a changing table.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in fair condition. LPA did not observe any toys in the infant area per applicant mobile toys will be taken out during play time.

The play yards were gated with a 4 foot or higher gate. Applicant shall ensure the gate on the rear infant yard, and the 2 on the play yard are made inaccessible to the public during day care operations. A gate shall be added to ensure separation of the preschool yard and the larger infant yard.

Resilient cushioning was observed in fair condition under climbing apparatus, LPA observed 2 holes in cushioning (near steps of apparatus and under the tree on the preschool yard). The holes shall be repaired to prevent tripping hazards.

Water will be made readily available; children will use their personal water bottles for drinking.

LPA observed sail shades for shade in the rear infant yard, shade shall be provided on the larger infant yard and benches for resting shall be added to both yards. A tree for shading and benches were observed on the preschool yard.

Applicant shall ensure that the shrubbery area on the preschool yard (near entry) shall be made inaccessible to children in care.

Applicant shall devise a plan to ensure unleavened asphalt on the preschool yard does not cause a tripping hazard.

Measurements for the infant outdoor activity space (2 yards; back of facility and east side of the facility) area were 1545.94, which will accommodate the requested capacity.


Measurements for the preschool outdoor activity area was 2528.47, which will accommodate the requested capacity.
Based on today’s inspection the facility shall be recommended for a maximum capacity of 48 children; 32 preschool and 16 infants determined at the request of the applicant and total measurements, and pending the following recommended corrections:

THE FOLLOWING WAS ALSO DISCUSSED DURING TODAY INSPECTION

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Child Care Center Testing deadline has not passed.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
