On January 18, 2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Kentwood Early Education Center, located at 8376 Dunbarton Avenue, Los Angeles, CA. 90045 for the purpose of conducting a Pre-licensing inspection. LPA met with Dr Ayanna Davis (Principal) and Tracey Washington (ECE Director), who provided a tour of the facility. The school is located parallel to Kentwood Elementary School, the school has it's own entrance on Dunbarton Avenue. The applicant is requesting a preschool license with a capacity of 72 children ages 2.5 - 5 years. The operates Monday - Friday / 7:00 A.M. - 5:30 P.M;. The school operates under Title 5 and Title 22. There is an approved fire clearance on file conducted by Inspector Saviborvorn of Los Angeles City Fire Department

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2A10BC or larger, last serviced 6/2023

LPA did not observe an operable carbon monoxide detector during todays inspection. Pg. 1

First aid kits were available in each classroom with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Age-appropriate furniture and equipment was observed in good repair.

Drinking water will be provided through water fountains inside the classrooms.

The facility had central heating and cooling. No Fireplaces or open face heaters were observed.

Windows were in good repair free of chipping paint, dirt, insects or debris.

Adequate lighting was observed.

The classrooms were clean in good repair.

Trash cans used for solid waste were observed without tight fitting lids.

Disinfectants and cleaning solution and other toxins or poisons were inaccessible to children, placed in locked cabinets.

Isolation room and restroom for ill children will be the director's office and the staff's restroom

Cots for napping were observed in good repair.

Measurements for the indoor activity space were 2338.08 for a total of 66 children, which will not accommodate the applicants requested capacity of 72

FOOD SERVICE:

Meals are provided through the main kitchen at Kentwood Elementary School. Weekly menus were posted for review.

There is a staff lounge which had a refrigerator to store milk for children's snack time. The kitchen was observed to be clean and sanitary

Center has devised an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers), glucose monitors (diabetic) and children needing G-tube for feeding. IMS was discussed.

1 changing table within arms reach of a sink

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition.

The play yard was gated with a 4 inch or higher gate.

LPA did not observe any climbing apparatus, the yard was covered with grass, wood chips and mulch. Applicant was reminded that the sand box shall be maintained at all times.

Water fountains were readily available for an outdoor water source.

LPA observed sail shades and trees for shading, and benches for resting.

LPA observed to large exposed water valves/controls that posed a safety hazard on the south-side play area, LPA recommended that these be made inaccessible to children in care. LPA also recommended that alerting devices be added to the both exit gates located on the playgrounds.

Measurements for the outdoor activity area were 10914.24 which will accommodate the required outdoor activity space regulation.

Based on today’s inspection the facility shall be recommended for a capacity of 66 children determined by the indoor activity space measurements and receipt of the recommended corrections (see page 6).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

An exit interview was conducted and report discussed with Dr. Ayanna Davis (principal) and Tracey Washington (ECE director) .

The following corrections were recommended:
  • Applicant shall add facility number to all advertisements
  • Trash cans used for solid waste were observed without tight fitting lids
