On 11/21/2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Royal Learning Center, located at 7816 S. Normandie Ave. Los Angeles, CA. 90047, for the purpose of conducting a pre-licensing inspection. The center has two buildings on a single lot, the front building will be used for the preschool program and the rear for the infant program. The applicant is requesting an Infant license with a capacity of 10 infants, ages 12 - 24 months and preschool ages 2 years - until entry into first grade.
There is an approved fire inspection on file conducted on 9/4/2024 by Inspector Felix of the L.A City Fire Department – Institution Unit.

The following was observed of the:

INDOOR ACTIVITY SPACE: Title 22, sect. 101438.3

Fire extinguishers were 2AB10C or larger.

Central heating and cooling systems are used to control classroom temperature.

Adequate lighting was observed. Windows screens were in good repair and free of insects, dirt and debris.

The classrooms were clean, rugs and floors were in good condition. Applicant shall add padding to poles located inside of the classroom.

The center was equipped with cameras indoors and outdoors

LPA observed an adequate amount of storage bins for children’s belongings.

Trash cans used for solid waste were observed with tight fitting lids

LPA observed carbon monoxide and smoke detectors in operable condition during todays inspection.

First aid kits were observed with the required essentials: scissors, bandages, tweezers, antiseptic solution first aid manual and thermometer.

Disinfectants and cleaning solutions and other toxins or poisons were made inaccessible to children, stored in the kitchen behind a locked door. LPA advised that a lock be placed on the cabinet containing chemicals as an extra level of precaution.

The center has a working telephone service for communicating.

Parents and authorized adults will sign in using an electronic sign in device - "Bright Wheel”. Applicant is advised that sign in sheets shall be made readily available for printing and review by the department, for a minimum of 30 days.

The required postings were posted in a prominent area for parents and visitor's view.

Applicant was informed that all advertisements shall have the facility number on them.

The center did not offer transportation at the time of inspection.

LPA observed age appropriate toys and furniture. The combination of toys provided and encouraged: Auditory stimulation, visual stimulation, tactile stimulation, and manipulative skills. Toys and furniture were in good condition.

Cots were observed for napping, cots were in good condition, no rips or tears. Applicant was informed, children in the infant program shall have the ability to nap on cots, there was no napping area for cribs during todays inspection.

Applicant is hereby advised to ensure form # LIC. 9227- Infant Sleeping Plan be added to the infants file if applicable. All service plans shall be adjusted according to child's needs.

LPA observed age appropriate, low feeding chairs and tables.

There was one changing table within arm reach of a sink located in the infant restroom.

No baby walkers or bouncers were observed during today inspection.

Ratios and supervision were discussed during todays inspection.

The measurements for the indoor activity space were: Preschool - 1166.13 which will accommodate the requested capacity and Infant - 318.42 which will not accommodate the requested capacity.

FOOD SERVICES:

The center will provide all snacks and meals. Menus were posted with appropriate portion sizes.

The center has a full kitchen with refrigeration and heating source. The kitchen was clean in good condition. LPA did not observe any contaminated foods or hazardous conditions in this area, this area is not accessible to children in care. Infant bottles and foods shall be properly labeled with child’s names and date of preparation. No insects or vermin was observed during todays inspection.

Applicant was informed that an individual feeding plan shall be discussed and made with the authorized representative and/or physician, prior to the infants first day of care. This plan shall be updated as needed or at the authorized representative's request.

Incidental Medical Services (IMS) was discussed, LPA observed medicine lock boxes in each building for storage of children medicine.

OUTDOOR ACTIVITY SPACE: 101438.2

The play yards were fully gated with a gate 4 feet high or higher.


Shade sails were available for shade, and benches for resting on the preschool yard. Applicant shall repair holes, un-leveled cracks in the asphalt and other tripping hazards, pad poles, secure gapping at the bottom of the gate, and make extended water pipes and faucets inaccessible to children. Applicant shall remove the benches on the infant yard and replace with age-appropriate benches for resting and add shading.

Measurements for the outdoor activity space = infant yard -1231.69, and 2439.75 for the preschool yard, which will accommodate the requested capacity.

Based on measurements and observations the center shall be recommended for licensing for a total capacity of 40 children: 9 infants and 31 preschool children determined by indoor measurements and the fire clearance restrictions of; primary building occupancy 31 and secondary rear building 10. and pending corrections listed below:
  • Applicant shall add padding to poles located inside of the classroom
  • Applicant shall repair holes an un-leveled cracks in the asphalt, pad poles, and other tripping hazards secure gapping at the bottom of the gate, and make extended water drains and faucets inaccessible to children. Applicant shall remove the benches on the infant yard and replace age-appropriate benches for resting and shading.

The following was also discussed during todays inspection:

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Child Care Center Testing deadline has not passed. LPA referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Lead testing was not completed during todays inspection.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at. https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
This facility has devised an Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA reviewed with applicant the LIC. 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
