On 01/28/2026 Licensing Program Analyst (LPA) Shandra Powell conducted an unannounced follow-up complaint inspection for the purpose of delivering findings for the above allegations. At the inital start of the inspection LPA observed 7 Infants with one Lead Teacher and one Assistant Teacher (Sub) napping. LPA also observed 9 Preschool children napping with one Teacher. All adults have a criminal record clearance.

During the course of the investigation, LPA Powell made observations, obtained documentation in the form of children’s roster, sign in sheets, personnel report and incident reports, conducted interviews with staff, parents and children.

Pertaining to the allegation that – Staff handle day care children in a rough manner and Staff speak inappropriately to day care children.

There was no evidence found to prove that the allegations referenced above happened, therefore the allegation is Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

A notice of site visit was given and must remain posted for 30 days.
