32 | On 5/13/26 LPA conducted the initial complaint investigation. LPA received copies of letters, email correspondence, parent handbook, employee handbook, facility roster, and the staff roster. LPA conducted staff and child interviews, and made observations. On 5/28/26 LPA made a subsequent visit to make observations and deliver findings.
Staff handbook stated that redirection to children should be given in a positive manner. Parent handbook stated that staff will use positive reinforcement, redirection, and time out to manage challenging behaviors. Time out is for one minute per year of age. Time out is only used when a child is repeatedly not following staff directions/words, exhibiting temper tantrum type behavior, or is at risk for hurting themselves, peers, or their environment.
Interviews conducted revealed staff manage challenging behaviors by going to the child's eye level and speaking with them. If the child is not ready to join the group, staff direct them to the library or cozy area to help them calm. They may also offer the child to drink water. Additional interviews revealed staff help children in care who are crying by helping them take a deep breath and play.
LPA observed staff attempting to soothe children who were crying by offering them hugs, redirecting them to different materials and offering them water.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
A notice of site visit was given and must remain posted for 30 days.
