On 8/21/26, Licensing Program Analyst (LPA) Angela Luz conducted an unannounced subsequent complaint visit to deliver findings. LPA met with Licensee Huayin "Roland" Luolan, and informed them of the reason for the visit. LPA toured the facility and noted 17 preschool children supervised by 3 staff.

On 7/1/26, the El Segundo Regional Office received the above mentioned complaint allegations.

On 7/2/26, LPA conducted initial complaint visit, Licensee interview, and reviewed pertinent records relating to the allegation. Additional documentation relating to the allegation was later sent to LPA.

Based on records reviewed, Staff 1 meets the requirements for a director and fully qualified teacher.
Staff 2 meets the requirements for a fully qualified teacher.
Staff 3 meets the requirements for a teacher aide (assistant).
Staff 6 meets the requirements for a fully qualified teacher.

Staff 4 (S4) meets the requirements for a teacher aide (assistant).
On 7/2/26, LPA reviewed a diploma and transcripts from international schools. The transcripts do not indicate any semester or quarter units. On 8/21/26 LPA received additional documentation for Staff 4 dated 8/17/26. The documents show the U.S. equivalent of classes taken at one international school. It does not show the equivalency of early childhood education or child development units that the Staff may have earned at another international school.

S4 has been working as a fully qualified teacher and has supervised teacher aides (assistants). LPA informed Licensee that S4 needs to have their transcripts regarding early childhood education or child development evaluated to the U.S. Equivalent, or to take the required classes in the U.S.. LPA provided Licensee with a resource for transcript evaluation (
https://www.ctc.ca.gov/aspiring-educators/transcripts/foreign-transcript-eval/). Licensee understands that until the Department can verify S4 meets the requirements of a fully qualified teacher, they are to work as an aide under the supervision of a fully qualified teacher.

Staff 5 (S5) meets the requirements for a teacher aide (assistant). On 8/21/26, LPA reviewed a diploma and transcripts from an international school. Licensee understands that until the Department can verify S5 meets the requirements of a teacher or higher, they are to work as an aide under the supervision of a fully qualified teacher.

Based on LPAs observations and interviews which were conducted and records reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

1 Type B deficiency is issued today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Huayin "Roland" Luolan.
