On 11/06/2025, LPA Clayton conducted an unannounced visit to the Light of Knowledge Child Care Center to deliver the findings on a complaint. LPA Clayton was greeted by teachers Salwa Awad and Crystal Quintana. Director Rafeda Shamsa arrived shortly after. LPA Clayton toured the facility for a Health and Safety inspection and observed 12 preschool children in care, being cared for and supervised appropriately by 4 fingerprint cleared staff.

On 08/28/2025, the El Segundo Regional Child Care Office received a complaint alleging the following:
• QUALIFICATIONS: Unqualified staff supervise children in care
• PERSONAL RIGHTS: Staff do not properly supervise day care children

On 09/02/2025, LPA Clayton toured the CCC inside and outside for a Health and Safety Inspection, obtained copies of the facility roster, personnel report and student sign-in/sign-out sheets for July 2025 and August 2025. LPA Clayton observed the teacher’s aide supervising children outside in the absence of a qualified teacher. LPA Clayton also observed staff repeatedly send a child outside without assessing the child’s needs, which is a violation of the child’s personal rights.

On 09/08/2025, LPA Clayton LPA Clayton toured the facility for a Health and Safety inspection and spoke with staff and obtained staff time sheets.

Based on LPA Clayton’s thorough investigation, which included inspections, record review, interviews, and observations, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, two (2) Type B citation were issued (see LIC 9099D).

An exit interview was conducted, and this report and Appeal Rights were discussed and provided to Director Rafeda.

LPA Clayton posted a notice of site visit which must remain posted for 30 days.
