On 8/1/2024 Licensing Program Analyst (LPA) Judy Laureano conducted an announced inspection with applicant Han Yu for the purpose of a pre-licensing inspection. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance to California Tittle 22 Regulations and California Health and Safety Codes.

The applicant is applying for a Large Family Child Care Home license for a max capacity of 14. Living in the home is applicant only, control of property was submitted to the El Segundo Office for review. Present during today’s inspection was applicant only.

Per the application, at this time, the ages the applicant wishes to provide services for children birth to 13 years old with the hours of Monday through Friday from 7:30 a.m. to 5:30 p.m. Applicant is NOT available for weekend or overnight care. Applicant was informed that any changes to ages, hours and days of operation shall be submitted to the department for approval prior to initiation of changes; an updated LIC 279 will need to be submitted.

The home is single story dwelling that is located behind a commercial building lot. The home includes 2 bedroom, 1 bathroom, a laundry room area and open Kitchen living space area. The home has enclosed outdoor side yard.

Applicant confirmed the following areas are OFF LIMITS to the children in care: bedroom 2, and laundry room area. Doors will be keep locked during the hours of operations or while children are in care.

Families will enter the home through the alley that leads to the enclosed outdoor yard. LPA observed a first gate that give access to the property. A small second gate was observed that fences the outdoor space where children will play. LPA observed age appropriates toys such as

children’s slides, outdoor children’s toys play kitchen and children’s size table and chairs. LPA reminded applicant to ensure that both gate remain locked at all times to ensure that children do not access the alley. LPA observed a second gate that remains closed during the hours of operations that gives access to the front lot , commercial building.

Once you enter the home, a small entry way is observed with a parent board on one size of the wall. Parent board was observed all required postings. The area was observed with with age appropriate toys and materials and a door that leads to the size of the home that will be used for gardening. LPA observed a small gate and an additional emergency door that leads to the outside.

Once you step in the home you are led to the kitchen and living space designated as the day care space. LPA observed age appropriate materials such as puzzles and blocks, The area was observed with children size tables and chairs. The living space/ day care space is an open floor concept. Applicant confirmed children will eat in the space.

LPA observed the refrigerator, stove and counter top of the kitchen area. Stove was observed with stove knob covers and cover for the burners. Kitchen cabinets were observed. All bottom cabinets were observed with safety latches. LPA observed cleaning compounds under the sink cabinet. Applicant confirmed meals and snacks will be provided. LPA discussed the importance of making sure a system is in place where dietary restrictions and allergies are noted. LPA encouraged applicant to contact their local resource and referral agency, Connections for Children, to inquire about local Food Programs and other resources in the community.

A working fire extinguisher was observed inside the laundry room area and kitchen area. All electrical outlets were observed to be covered. LPA observed an open face heater in the kitchen/living space designated as day care space. LPA is requesting a barricade to be added.

Bathroom is located next to the living room/day care space. LPA inspected the toilet, shower and sink area. Medicine cabinet and over the toilet storage cabinet was observed and inspected. Medicine cabinet was observed with a safety latch, making the content inaccessible to the children in care.
Bedroom 1 was observe and inspected. Bedroom 1 has been designated for day care use. LPA observed children’s books in the care and a crib. Applicant confirmed children will nap in the room.

Bedroom 2 was observed and inspected. Bedroom 2 has been designated as OFF LIMITS space, door will remain locked during the hours of operations or while children are present. Next to bedroom 2 LPA observed a door that leads to the laundry room area and a second door that leads to the outdoor area. LPA observed napping cots stored in the space and a working Fire extinguisher. This area has been designated as OFF LIMITS to the children in care and will remain locked during the hours of operation.

There are no firearms or ammunition on the premises. No pools or bodies of water were observed on the premises. LPA observed all electrical outlets covered. Emergency kit was observed in the living room/day care space cabinet . LPA observed applicant test the carbon monoxide and smoke detector in the space.

LPA discussed Safe Sleep Regulations and resources with applicant. There is one crib or play yard for each infant in care, cribs and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. All cribs or play yards shall meet the United States Consumer Product Safety Commission safety standards. Infants are not swaddled while in care. Provider physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room. Individual Infant Sleeping Plan will need to be completed and in file for each infant up to 12 months of age. Infants up to 12 months of age are placed on their backs for sleeping.

The following areas are OFF LIMITS to the children in care:
1. Bedroom 2 and Laundry Room

LPA reminded applicant that any area designated as OFF LIMIT to the children in care, doors need to be closed and locked during the hours of operations and/or while children are present.

The following corrections will need to be completed by 8/8/2024.
  • Barricade open face heater in the living space/day care space.

Exit interview was conducted with Han Yu. The licensing determination of this application will be reviewed with Licensing Program Manager for final resolution.

The following was discussed with the applicant:
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant provided proof of control of property.

Safe Sleep - Child Care Centers and Family Child Care Homes
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public. In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification and a valid criminal record clearance associated to the facility license.

A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility. Annual fees must be paid promptly and by the due date or a late fee shall be assessed, and/or the License shall be terminated. (If paying by check please make sure to write facility number on check to ensure that payment is applied to your facility number)

The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and carbon monoxide detectors should be checked, and batteries should be replaced. Reporting requirements: Applicant must report any unusual incident or injuries to the Child Care Regional office by telephone within 24 hours and in writing within 7 days. Applicant was provided with LIC 624 as a reference.
Fire and safety drills must be performed every six months and documented for review by the Department.
