On 12/08/2024 Licensing Program Analyst (LPA) Judy Laureano arrived at above mentioned facility for the purpose of delivering findings. Upon arrival, LPA was met with Lacie Newlin and Owner Kelstse Bilbao and toured the facility. LPA observed 23 children 5 staff members providing care and supervision.

On 09/22/2025 Licensing Program Analyst (LPA) Judy Laureano arrived at above mentioned facility for the purpose of investigating the above-mentioned allegation. LPA met with director, Lacie Newal and Owner Kelstse Bilbao and discussed the purpose of the visit. LPA toured the facility.

On 9/22/2024 LPA requested and reviewed children's roster, parent handbook, sign in sheets for the week of 9/15/2025 and 9/22/2025. LPA reviewed files for children and staff. Staff interviews were initiated.

Based on interviews with staff, parents and documents reviewed, facility had 2 children under the age of 18 months participate in the Toddler option that operates out of room C and C6. Despite parents being onsite, facility is licensed for 12 Toddler age children ages 18 months to 36 months in Toddler Room 6 and C6. The preponderance of evidence standard has been met, therefore the above allegation of Licensee is operating outside of the scope of the license is found to be SUBSTANTIATED.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and Health and Safety Code, A type A deficiency is cited.

LPA Judy Laureano informed licensee that this report dated 12/08/2025 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Laureano informed the Director Lacie Newlin to provide a copy of this licensing report dated 12/08/2025 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

The notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will results in a civil penalty of 100.00.

An exit interview was conducted, and a copy of this report and appeals rights was provided to Director and Owner.
