On 9/2/2025 Licensing Program Analyst (LPA) Jillinda Chandler and Tyra Chavies made an announced visit to Discoveryland Child Care Center located at 4400 Del Amo Blvd. Torrance, CA. 90503. The purpose of todays visit was to conduct a single license - pre-licensing inspection. LPAs met with Roxana Sanchez (director) who provided a tour of the facility. The applicant is requesting a license with a capacity of 60 pre-school children, ages 2 years – until entry into first grade;18 toddlers ages 18 -36 months and 38 infants ages 0 - 24 months. There were 2 rooms for infants (#1 and 2 on the South Bay Campus); one room for toddlers (#1 on the preschool campus) and 3 classrooms dedicated to the preschool: rooms 2 and 3 (on the preschool campus) and room # 3 (on the South Bay Campus). Daycare days and hours will be Monday – Friday, 6:30 A.M.– 6:00 P.M. There is an approved fire clearance on file conducted on 3/26/2025 by Inspector Scott Krieger of the Torrance Fire Department Fire Prevention Bureau.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger

Carbon monoxide detectors were observed

First aid kits were available with the required following essentials: bandages, tweezers, ointments, scissors and manuals.

Age-appropriate furniture and equipment was observed in fair repair.

Mats were observed for napping, LPAs observed 12 cribs for infants that are unable to nap on cots.Director was advised that sheets must be tight fitting and there shall be no blankets, bumpers or anything hanging over the cribs. LPA did not observe any drop down sides. Director was informed a staff member must be within the crib area while children are sleeping in cribs.

LPAs observed high chairs for feeding, director was informed that children are only to be in high chairs while eating.

LPA observed combination of infant toys that provided and encouraged: Auditory stimulation,Visual stimulation,Tactile stimulation and Manipulative skills.

Cubbies were observed for children’s belongings.

Children bring personal water canister and bottled water is provided for refills.

The facility has central heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects, or debris.

Adequate lighting was observed.

Cameras were observed per director the cameras stores 30 days of recording. The director was informed that recordings shall be readily available at the request of the department's representative

The classrooms were clean in fair repair. During todays inspection LPA's observed an ant infestation of ants in room 2 on the preschool campus. The director was advised children shall temporarily use the toddler room until the room is treated.

LPAs observed some trash cans used for solid waste without tight fitting lids inside of the classrooms,

No Fireplaces or open face heaters were observed.

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children in care.

Children who become ill while in care will isolate in their respective classroom, separated from other children and use the restroom inside the classroom with sanitizing and disinfecting after each use.

The facility was equipped with a working telephone in each classroom.

Parents and authorized adults will sign children in and out, using their original signature. Director was informed that sign in sheets shall be readily available for review by the departments representative for a minimum of 30 days.

The required postings were posted in a prominent area for viewing.

Director was informed of the following regarding the toddler component:

Licensees serving preschool-age children may create a special program component for children licensees serving preschool-age children may create a special program component for children who are between 18 months and 36 months of age. The provisions of Sections 101151 through 101239.2 shall apply for children over 24 months, in addition to those specified in Health and Safety Code section 1596.955. The provisions of Sections 101351 through 101439.1 shall apply for children between the ages of 18 and 24

Measurements for the indoor activity space were:
infants - 1281.09= 36 children, Toddler - 678.39= 19 children, and pre-school -2076.86 = 59 children which will not accommodate the applicant’s request for the toddler and preschool capacity.

FOOD SERVICE:

Meals will be will be provided by parents and snacks will be provided by the center. Weekly menus were posted for review.

LPAs observed prepping stations in each classroom. LPA's observed one changing table in infant room 2 in that was inside the prepping area, director shall put a gate to separate the prepping area from the diaper changing area.

Each prepping area had a refrigerator with thermometer and storage for food. LPA did not observe any contaminated foods in this area. Foods and toxins were stored separately.

THERE WERE:

6 sinks and 6 toilets available for children use, which will accommodate the requested capacity.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in fair condition.

The play yard was gated with a 4 foot or higher gate.

Resilient cushioning was observed in good condition under climbing apparatus.

LPA observed shade and benches for resting.

Children use their personal water bottles for drinking.

LPAs did not observe any bodies of water on the premises

Measurements for the combined outdoor activity area were infant yard 1262.43 = 16: toddler yard 688.79 = 9 children and preschool 11341.96 = 151 children which will not accommodate the requested capacity. The applicant shall request a waiver for the toddler and infant outdoor spaces.
Based on today’s inspection the facility shall be recommended for a capacity of 36 infants, 19 toddlers and 59 pre-school children determined by the measurements of the indoor areas. Pending waiver approval.

An exit interview was conducted and a copy of this report will be emailed to to Roxana Sanchez -director.
