On 2/03/2025 Licensing Program Analysts (LPA) Judy Laureano and Brittany Lovest conducted an announced inspection with Tungalagtuya Jaltsan. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance to California Tittle 22 Regulations and California Health and Safety Codes.

The applicant is applying for a Small Family Child Care Home license for a max capacity of 8. Control of property was submitted to the El Segundo Office for review. Present during today’s inspection was applicant and applicant’s sister Baasangaral Baavgai.

Per the application, at this time, the ages the applicant wishes to provide services for are children 1 years old to 6 years old Monday-Friday with the hours of 8:30 a.m. to 5:30 p.m. Applicant was informed that any changes to ages, hours and days of operation shall be submitted via LIC 279 to the department for approval prior to initiation of changes.

The dwelling is a 3 bedroom, two bathroom home with a living room, dining room, kitchen, laundry room and back yard. LPAs observed a detached garage. Applicant confirmed that children will not be using the front area of the home. Living in the home is applicant with three minor children.

Parents will access the home through the main entrance. Entering the home, you are led to a small hall way where LPAs observed two parent boards with all the necessary posting. A first Aid kit was observed in the hallway next to the living room. Next to the hallway, LPAs observed a living room area with a variety of children’s materials. A barricaded fire place was observed. Children’s size storage shelves were observed with a variety of children’s books, children’s toys and manipulative. A mounted television set was observed in the space.

A small area with a crib was observed next to the living room area. Applicant confirmed infants will be sleeping in the space if necessary.

Across the living room space, the dinning room and kitchen area were observed. Dining room area was observed with two children size tables and chairs and one high chair. Applicant confirmed children will eat in the dinning room area. The kitchen was observed next to the dining room area. A safety gate was observed making the kitchen inaccessible to the children in care.

LPAs observed all kitchen cabinets to have safety latches making the content inaccessible to the children in care. Refrigerator, stove and counter space were observed and inspected. Knives and sharp objects were observed in the drawer closest to the refrigerator and drawer was observed with a safety latch. Applicant confirmed program will be providing meals and snacks. LPAs discussed the importance of having policies in place to ensure that all who help with care and supervision are aware of any dietary restrictions and/or allergies. LPAs also encouraged applicant to contact their local Resource and Referral agency, Pathways LA, to inquiry about any food programs and other professional development opportunities. Cleaning supplies were observed under the sink cabinet; safety latch was observed, making the content inaccessible to the children in care.

Next to the kitchen, a door was observed that leads to the laundry room. Laundry room has been designated as OFF LIMITS. LPAs observed a safety door knob cover. The laundry room was inspected and observe with a back door that leads to the side of the home.

Bedroom 1, designated as day care space is located next to the kitchen. LPAs observed and inspected the space. Applicant tested the carbon monoxide and smoke detector in the space. Napping cots were observed in the closet and applicant confirmed children will nap in bedroom 1.

The bathroom that children will use is located at the end of the hallway. LPAa observed the tub, shower, toilet and sink area. Shower door was observed with a safety latch making the toiletries inaccessible to the children in care.

A safety gate was observed at the end of the hallway making bedroom 2, bedroom 3 and bathroom 2 inaccessible to the children in care. Bedroom 2, bedroom 3 with bathroom 2 where inspected. LPAs reminded applicant that all areas designated as OFF LIMITS to the children in care need to remain close and safety gate needs to remain locked during the hours of operations and/or while children are present.

There are no firearms or ammunition on the premises. No pools or bodies of water were observed on the premises. All electrical outlets in the home were observed covered. Working Fire extinguisher was observed in the dining room area.

Children will access the backyard through back door near the living room area. The outdoor area was observed and inspected. The back yard was observed to have a top deck with artificial turf. The top of the stair was observed with a safety gate and applicant confirmed that children will play in the deck area as well as the backyard. The back yard was observed with a variety out door equipment. The area is enclosed with a wooden small gate ensuring the play area is contained.

A detached garage was observed in the space. Applicant confirmed garage is OFF LIMITS to the children in care and doors will remained locked during the hours of operations.

LPA confirmed that following areas are OFF LIMITS:
Bedroom 2, bedroom 3 and bathroom 2- door will remain locked during the hours of operations and safety gate will remain on while children are present.
Kitchen area- safety gate was observed making the area inaccessible to the children in care.
Laundry room area- safety knob cover was observed and door will remain locked/closed during the hours of operations.

Detached garage- door will remain locked/closed during the hours of operations or while children are present.

LPAS discussed Safe Sleep Regulations and resources with applicant. There is one crib or play yard for each infant in care, cribs and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. All cribs or play yards shall meet the United States Consumer Product Safety Commission safety standards. Infants are not swaddled while in care. Provider physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room. Individual Infant Sleeping Plan will need to be completed and in file for each infant up to 12 months of age. Infants up to 12 months of age are placed on their backs for sleeping.

Based on LPA Laureano and LPA Lovest observation and inspection, no corrections are needed.
Exit interview was conducted with Tungalagtuya Jaltson. The licensing determination of this application will be reviewed with Licensing Program Manager for final resolution.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.



The applicant provided proof of control of property. Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 12/18/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the inspection.

Applicant was made aware that state law prohibits baby walkers, bouncy seats, exer-saucers and any other items that fall into that category. Applicant was also reminded that only children who are eating may be in highchairs and that car seats are utilized only for transportation. Applicant was also informed that the provider is required to wash hands after every diaper change and to never shake a baby to prevent the Shaken Baby Syndrome.

· In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification and a valid criminal record clearance associated to the facility license.
· A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility.

· Annual fees must be paid promptly and by the due date or a late fee shall be assessed, and/or the License shall be terminated. (If paying by check please make sure to write facility number on check to ensure that payment is applied to your facility number)

· Changes should be reported the to the Department as soon as they occur such as construction and remodeling, telephone number changes and/or if you move from home.

· Reporting requirements: Applicant must report any unusual incident or injuries to the Child Care Regional office by telephone within 24 hours and in writing within 7 days. Applicant was provided with LIC 624 as a reference.

· Fire and safety drills must be performed every six months and documented for review by the Department.

· All adults living and working in the home shall be made of aware of the Departments right to inspection authority, which includes but not limited to the right to enter the home when children are being cared for, interview children and adults and review documentation.

· Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
