On 2/7/2025 Licensing Program Analysts (LPA) Laticia Thompson met with Brittany Mann, Director. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an emergency relocation application for 80 children ages 2-5 years. The child care center will operate Monday – Friday 8:00 a.m. – 3:00 p.m. The fire clearance was approved on 2/6/2025. LPA toured and measured the on-limits areas. The facility has a total of 11 classrooms. Classrooms 10 and 11 will be used as outdoor activity space. Children will have access to 6 sinks and 8 toilets. Licensing Program Manager Deborah Lowe joined LPA Thompson during todays visit.

The Indoor measurements contain a total of 4,999.62 which will accommodate Applicant’s request for 80 children.

The indoor used for outdoor activity space measurements contain a total of 4,013.69 which will not accommodate Applicant’s request for 80 children. Based on today’s measurement the facility capacity limit for outdoor/indoor space is 53 Preschoolers

Parents will enter and exit through the under-ground garage parking where staff will meet children and parents. Staff will then bring children to the facility on an elevator.

Parents will sign children in and out electronically under the Brightwheel application. LPA advised facility there should be a plan in place on how such records will be immediately printable upon request for inspection and audit by program staff. For best practice purposes, facilities should have a plan in place on how records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP.



The facility is currently having filtered water dispensers installed where children can fill their personal water bottles for outdoor and indoor activities. There is an operable carbon monoxide detector. LPA observed fire extinguishers with an inspection date of 3/4/2024. First Aid Kits with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. Facility provide a receipt confirming mats have been ordered for napping. LPA explained colored mats shall be distinguished for the floor side and sleeping side. There is sufficient quantity and variety of age- appropriate play equipment in good condition. Facility is in the process of providing additional cubbies for storage of children clothing and personal belongings. The classrooms have central air for heating and cooling. The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The facility is equipped with landline telephones service. Disinfectants, cleaning solutions, and other items that are dangerous to children are in a storage area inaccessible to children.

All toilets, handwashing and bathing facilities are maintained in safe and sanitary operating condition. Handwashing fixtures do not deliver hot water.

The applicant shall be responsible for ensuring that children with obvious symptoms of illness are not accepted. The isolation area for Ill children will be located in the in the teachers work room next to outdoor space room #10. The isolation area shall be equipped with a cot for ill children and shall be supervised by staff. The staff restroom is designated for children who are ill. The applicant has developed and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given which will be handled by the nurse staff member. Medication will be stored in the kitchenette area inaccessible to children. Medication that requires refrigeration will be stored in the refrigerator located in the kitchenette area inaccessible to children.

The parents will provide lunch and snacks. The kitchen areas were observed to be clean and free of litter and rubbish.

The required postings will be posted in an area for parents and visitors to review. Facility will provide a picture to the department. Facility has a disaster and mass casualty plan of action. The plan is in writing and is readily available with contingency plans for action during fires, floods and earthquakes.

The facility does not provide transportation. Director stated there aren’t any firearms or weapons on the premises. Smoking is not prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b).

Classrooms #10 and #11 located inside the facility will be a substitute usage of outdoor activity space. The grounds are enclosed by walls to protect children and to keep them in the activity area. Currently there is no climbing equipment, swings, slides or other similar equipment. The area that will be used as an outdoor activity space is in the process of being arranged. The director will provide pictures of these areas upon completion. LPA did not observe any bodies of water. Director confirmed there is no bodies of water within the facility.

The following items were discussed:

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

This facility provides Incidental Medical Services – IMS.
