On 2/27/2025, Licensing Program Analyst (LPA), Loyce Phillips conducted an announced Pre-Licensing inspection with Licensee Shea Morris. The purpose of today's visit was to inspect the Family Child Care Home (FCCH) for Title 22 and Health and Safety Compliance due to the Licensee's request for a temporary relocation per Executive Order N-2-25 (EO N 2-25). EO N-2-25 allows the Licensee to operate at location where she does not reside at and to accommodate families that are displaced due to the California Wild Fires. Licensee guided LPA on a tour of the home and intends to operate Monday through Friday from 8:00am to 4:00pm. Licensee will not provide meals; parents will provide meals. All meals need to be stored and label with the child's name. Licensee does have child-care insurance on file.

Per facility sketch and tour of the home, the following was observed and discussed with the Licensee during the inspection:


This is a single-story home with 3 bedrooms 1 1/2 bathrooms, kitchen, breakfast nook, dining room, living room, converted garage with attached office.

Families will enter through the front gate, down the driveway to access the converted garage (main day care room).

The areas that are accessible to children: Converted garage, entire backyard for outdoor play and the laundry room where the 1/2 bathroom is located. The children will enter the laundry room through the back door to access the bathroom. LPA observed age-appropriate materials, safe toys, and equipment for children.

Areas that are inaccessible and off limits to children: The main house. The laundry room has 2 doors. Door 1 leads to the kitchen and the main house which is off limits by a child proof doorknob and child's safety gate. Door 2 leads to bedroom #1 that is off-limits by a child proof doorknob. The office is also off-limits which is located behind the converted garage and made off limits by key door locks. 809-C

There is no swimming pool or other bodies of water on the premises. Licensee stated there are no firearms or ammunition stored on the premises.

The home was inspected inside and out for safety, comfort, cleanliness, telephone service. The home has appropriate ventilation and heat. Poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children are inaccessible and locked away in a storage cabinet. Licensee advised; children will nap on mats. The home and the converted garage has a carbon monoxide and smoke detector that was tested and operating properly. LPA observed a required 2A10 BC fire extinguisher in the laundry room and in the converted garage

LPA reviewed with Licensee the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Licensee was reminded that she must be present at the home location and shall ensure that children in care are supervised at all times. When circumstances require the license to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during absence. Temporarily absences shall not exceed 20 percent of the hours that the facility is providing care per day.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Shea Morris and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Shea Morris of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 2/26/2025, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Based on today's inspection, the facility is approved for a License pending waiver approval.
