On 09/26/2025, Licensing Program Analyst (LPA) Shandra Powell conducted an announced Pre-licensing Inspection. Inspection is to ensure the standards for a Family Child Care Home are being met in accordance to California Tittle 22 Regulations and California Health and Safety Codes.

Upon arrival LPA introduced herself and disclosed the purpose of the inspection. LPA was greeted and granted entry into the home by applicant, Marjorie Wroten-Ramsey. Present during today’s inspection was only applicant. The applicant is applying for a Large Family Child Care Home with a max capacity of 14. Control of property was submitted to the El Segundo Child Care Regional Office for review. On 08/22/2025 a fire safety inspection was completed, and a fire clearance was granted by the County of Los Angeles Fire Department.

Per the application submitted, applicant wishes to provide services to children from 6 weeks to 12 years of age. The hours of 07:00 a.m. to 6:00 p.m., Monday - Friday.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Per facility sketch and tour of the home, the following was observed and discussed with the Applicant during the inspection:

The home is a single dwelling home. The dwelling has 3 bedrooms, one full bathroom, living room, dining room and kitchen. The home has a enclosed backyard with attached garage. The garage is only accessible from the outside.

The applicant confirmed that the areas that are inaccessible (OFF LIMITS) to children are (2) bedrooms and the kitchen area, the front yard and the attached garage. LPA reminded applicant that any area designated as OFF LIMITS should be made inaccessible during the hours of operation and/or while children are present.

The applicant confirmed that the areas that are accessible (ON LIMITS) to children will be the living room, dining room, bedroom #1 (infant napping room), bathroom and backyard.

Families will enter through the main front door of the home where they will be led to the main living room. The living/dining room was observed and inspected. Per applicant the living/dining room will be the designated day care space. Children size tables and chairs were observed in the space. A variety of children’s toys and children’s books. LPA observed a bookshelf with children books and a play sink for children's play. Applicant confirmed children will nap and eat in the living/dining room. LPA observed a fireplace in living room that has a screen that covers the opening of fireplace that is bolted to the wall, which makes the fireplace inaccessible to children in care. LPA observed a television bolted to the wall in living room.

To the right of the front door is Bedroom #1 designated as the napping room for Infants. LPA observed sleeping mats inside of closet. LPA observed 4 cribs with tight fitting sheet available for infants. Next to Bedroom #1 LPA observed and Bedroom #2 (Master Bedroom) was observed and inspected. Bathroom is located between bedroom #2 and Bedroom #3. In bathroom LPA observed a tub, shower, toilet and sink area. Applicant was reminded that all toiletries need to be made inaccessible during the hours of operations and/or while children are present. LPA observed a safety latch on the cabinet under sink in the bathroom. Applicant states all medication will be kept in kitchen in a locked box.
The kitchen was observed and inspected. LPA observed two cabinets with child safety latches making the content inaccessible to the children in care. Refrigerator, stove and counter space were observed and inspected. Knives and sharp objects were observed inside locked cabinet with child latch, inaccessible to the children in care. Applicant confirmed program will be providing meals and snacks if needed. LPA encourage applicant to reach out to the Resource and Referral agency, to inquiry about any food programs and/or other professional development opportunities and resources. Applicant stated cleaning supplies were located under sink with a safety latch and no poisons were in the home. LPA observed a safety gate between the kitchen and front door foray and dining room area, making the kitchen OFF LIMITS to the children in care.

The dining room has a backdoor that leads to the back yard for children play.
The outdoor space that children will use is located in the backyard, enclosed/gated. LPA observed a variety of outdoor toys such as outdoor swings. LPA observed 2 citrus trees and fresh herbs growing in backyard. Applicant states not harmful to children.

Per applicant There are no firearms or ammunition on the premises. LPA observed a working fire extinguisher bolted on the kitchen wall. A working fire alarm smoke and carbon monoxide detector were observed in the space and were tested during inspection.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.


LPA discussed Safe Sleep Regulations and resources with applicant. There is one crib or play yard for each infant in care, cribs and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. All cribs or play yards shall meet the United States Consumer Product Safety Commission safety standards. Infants are not swaddled while in care. Provider physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room. Individual Infant Sleeping Plan will need to be completed and in file for each infant up to 12 months of age. Infants up to 12 months of age are placed on their backs for sleeping.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. LPA completed LIC9280 with applicant during inspection.

The following was thoroughly discussed with the Applicant

A current roster of children enrolled must be maintained and available. Applicant was reminded to report any unusual incidents or injuries to the Child Care Regional Office by telephone within 24 hours and in writing within 7 days.

Applicant was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (sudden infant death syndrome) and that the Provider is required to wash hands after every diaper change and to never shake a baby to prevent the Shaken Baby Syndrome. Applicant was made aware that state law prohibits baby walkers, bouncy seats, exersaucers and any other items that fall into that category. 1596.846(b)(c)

Applicant was reminded that it is the licensees, as well as anyone who assists in providing care, responsibility to know the regulations. Applicant was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Applicant was also encouraged to read the Child Care quarterly updates as they come out to stay informed of any changes or updates to statutes and regulations. Applicant subscribed to quarterly updates during inspection.

In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR& Pediatric First Aid certification, and a valid criminal record clearance associated to the facility license.

Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

An exit interview was conducted, and report was reviewed with Applicant,

No corrections were needed at this time.
