In regards to the allegation, it's being reported that staff do not speak English. R1 gets frustrated with the staff because they are unable to communicate with each other. Interviews with the administrator and staff, held between 10:45am to 11:45am deny the allegation. Both were able to communicate with the LPA during this investigation. Although S1 does speak another language, and rely on a phone/device to make translation at times, S1 is still able to communicate with the residents.
