were just replacing R1's frames because of the broken glass and sharp pieces. Interviews with four (4) of four residents were made between 12:00pm and 1:30pm. These residents that were interviewed expressed no complaints or concerns regarding their personal belongings being taken away from them. Interview with R1 also confirm the misunderstanding of their picture frames being replaced due to some broken pieces. No further concerns were made. Between 1:30pm and 2:30pm, LPA conducted a physical plant inspection. LPA checked R1's room and observed the picture frames to still be in place. Based on the information obtained, there was insufficient evidence to corroborate the allegation of staff confiscating R1's personal items. Therefore, the allegation is deemed Unsubstantiated at this time.

Staff cannot effectively communicate with a resident in care:
In regards to the allegation, it's being reported that staff do not speak English. R1 gets frustrated with the staff because they are unable to communicate with each other. Interviews with the administrator and staff, held between 10:45am to 11:45am deny the allegation. Both were able to communicate with the LPA during this investigation. Although S1 does speak another language, and rely on a phone/device to make translation at times, S1 is still able to communicate with the residents. Moreover, the administrator, who speaks English fluently, is present at the facility for a majority of the time. Interviews with four (4) of four residents were made between 12:00pm and 1:30pm. These interviews were inconsistent with the allegation being made. Based on the information obtained, there wasn't enough evidence to corroborate with the allegation of staff no being able to communicate with residents in care. Therefore, the allegation is deemed Unsubstantiated at this time.
