On 11/25/2024 at 10:00 am, Licensing Program Analyst (LPA) Lorena Casillas conducted an announced Pre-Licensing Inspection with Licensee’s Meline Atamian and Carmel Aronian. An application to operate an Adult Residential Facility (ARF) was received by Community Care Licensing (CCL) on 09/10/2024. This facility is a four (4) bedroom house with two (2) bathrooms. A fire clearance was approved on 05/28/2024, for four (4) ambulatory clients for a total capacity of four (4). The purpose of today’s visit is to inspect the facility to ensure that it maintains compliance under California Code of Regulations, Title 22, Division 6.

The Component III presentation was conducted from 10:10 am until 01:10 pm with Licensee's.

A tour of the physical plant was initiated at approximately 01:10 pm and the following was observed:

COMMON AREAS: These included the living room and dining room areas, which were equipped with living room furniture, a television, tables, and chairs. The dining room table is large enough to accommodate up to four (4) clients. There were no visible immediate hazards. The combination smoke detectors/carbon monoxide alarms are battery operated, were tested individually and are functional.

KITCHEN: The facility has a kitchen area that is equipped with a refrigerator, microwave oven, dishwasher and sink. There was an adequate supply of nonperishable food and dining ware to accommodate a maximum capacity of four (4). Knives will be locked in a kitchen cabinet and are within a locked box. There is a fire extinguisher located in the kitchen and last serviced on 11/19/24. Medication will be stored in a locked cabinet in the kitchen.

BEDROOMS: There are four (4) bedrooms designated for client use. Rooms #1 through #4 are for one (1) ambulatory client each. The applicant furnished the client’s bedrooms with beds, nightstands, chairs, dressers, bedding and linen. All rooms have sufficient lighting. All rooms are equipped with window screens.

BATHROOMS: The facility has two (2) bathrooms. All bathrooms were observed to have the proper fixtures, and shower mats. The hot water delivered in the bathrooms measured within regulation between 105-120 degrees F. Bathrooms were supplied with wash your hands signs, paper towels and trash cans that have lids.


GARAGE: The garage is used as additional storage, and as an office. The first aid kit is located in a locked cabinet. Facility staff and client files will also be stored in locked cabinets. Washer and dryer are also located in the garage. Detergents and cleaning supplies are locked in a cabinet.


STAFF/CLIENT RECORDS: Staff and client records will be stored in a locked cabinet, located in the office within the garage. The applicant was advised to ensure that client and staff records will be accessible to the licensing agency upon request or during inspection. Facility will have awake staff.

SURROUNDING GROUNDS: The driveway, passageways and entrance to the home was clear of obstruction. The backyard of the facility has a patio and backyard furniture. The facility backyard has sufficient yard space to accommodate outdoor activities. There is no swimming pool or bodies of water.

Exit Interview was conducted, and a copy of this report was given to applicant.
