Licensing Program Analyst (LPA) KaSandra Lopez conducted an unannounced subsequent complaint inspection regarding the above allegation. The LPA met with House Manager Hanna Richkind at 10:45 AM and explained the reason for today's visit. Clinical Director Jennifer Enriquez arrived at the facility at 10:54 AM and Director of Nursing Wendy McCain arrived shortly after.

During the initial visit on 11/16/2020, at 3:18 PM LPA Lopez and LPA Ashley Morgan initiated this investigation telephonically with Licensee Representative Steve Zamarripa. At 3:57 PM, LPA Lopez and LPA Morgan conducted a video call via face time at the facility with Sharon Volner, Chief Clinical Officer and Wendy McCain, Director of Nursing. At 4:01 PM, a physical plant tour of the facility was conducted.

During a subsequent visit on 10/19/2022, LPA Lopez met with Licensee Representative Steve Zamarripa, Jennifer Enriquez and Wendy McCain. A physical plant tour was conducted, medications were reviewed and interviews were conducted. Report continued on LIC 9099-C.

During today's inspection, the LPA conducted a physical plant tour with House Manager Hanna Richkind at 10:48 AM. The LPA also reviewed facility records and facility medication policies with Wendy McCain beginning at 10:59 AM, and conducted two staff interviews between 11:20 and 11:40 AM.

The allegation of unqualified staff administering medication, alleged unqualified staff were administering medications, as they were not licensed. A review of the facility's medication policies and procedures and interviews confirmed that non-medical professional staff only assist clients with the self-administration of medication and are not required to be licensed but are required to be trained. A review of facility files confirmed staff working at the time the complaint was filed, and current staff have received training regarding the self-administration of medication. During a visit on 10/19/2022 , the LPA conducted a medication audit with the Director of Nursing and no discrepancies were identified. Interviews confirmed that staff receive annual medication training and monthly in-service training and staff only assist clients with the self-administration of medication and do not administer medications to clients. Based on the information obtained, there is insufficient evidence to support the allegation that unqualified staff administer medication. Therefore, the allegation is deemed Unsubstantiated at this time.

No deficiencies cited at this time. Exit interview conducted with Jennifer Enriquez. A copy of the report was issued and emailed.
