**On 7/27/26 the complaint investigation report LIC999 was amended to change the document from confidential to public** On 7/22/2026, Licensing Program Analyst (LPA) Evelyn Garcia met with Norma Ramirez for the purpose of delivering findings in regard to the complaint investigation and the allegations above. Upon arrival, LPA conduced a tour of the facility and verified a census of 12 children and 3 adults providing care and supervision. All adults were fingerprinted and cleared.

The investigation consisted of interviews conducted with complaint relevant parties and gathered additional complaint relevant evidence, as well as conducting a tour of the facility. The interviews conducted revealed that the licensee ensures the children are adequately supervised and although a child did attempt to leave the facility, an assistant was directly behind him and was able to safely bring the child back to child care area. In addition, through interviews it was revealed that licensee ensures assistants are always positioned in zones to be near the children at all times and are always in a position to see all children while in care. LPA Garcia was able to verify that the facility is adequatly fenced and locked for safety.

Based on the information, evidence obtained and LPA's interviews, the allegations could not be corroborated, therefore the allegations have been deemed UNSUBSTANTIATED. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.

An exit interview was conducted, a copy of this report, notice of site visit, along with appeal rights was provided to licensee, Norma Ramirez.

Licensee has received a copy of the amended report via email.
