On Thursday, September 26, 2024, Licensing Program Analyst (LPA) Mayra Rivera conducted a Case Management inspection to inspect the home and place the facility active status. In the month of January 2024, licensee Lilit Babajanyan requested to go inactive due to water damage in the kitchen that required floor and underground piping repair. LPA met with licensee, Lilit Babajanyan who guided LPA on tour of the facility.

Family members residing in the home and present staff have obtained a criminal clearance. Operating hours are Monday to Friday from 8:00 a.m. to 6:00p.m. and care for children ages 0 to 13 years old.

This facility is a one-story home that consists of 3 bedrooms, 2.5 bathrooms, kitchen, living room, dining room, garage (converted to playroom), in-ground pool and fenced backyard.

Areas off limits to children include- bedrooms located in the hallway and backyard where the pool is located and front yard.

Areas accessible to children include- garage that is converted to playroom, bedroom next to bathroom (to the left), living room, dining room, side yard and restroom located in the hallway.

LPA Rivera inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone). For ventilation, LPA Rivera observed central AC and the vents located on the ceiling. LPA observed the children furniture, materials and sleeping cots to be in good condition and age appropriate. LPA did not observe a fireplace nor a wall heater. LPA did not observe infant equipment and licensee stated currently has no infants enrolled.

LPA Rivera observed cleaning compounds items, stored inside top laundry cabinet, and observed a childproof lock in place, making it inaccessible for children to open. LPA observed the knives and sharp objects stored inside top kitchen cabinet making it inaccessible for children to reach.

LPA Rivera entered the bathrooms located in the hallway and daycare room. LPA observed the toilets, hand washing sink, hand soap and LPA observed the bottom sink cabinet closed and did not observe hazard materials and observed the restroom to be in good condition. LPA reminded licensee and personal items (ex; shampoo, toothpaste, mouthwash, or items that fall into that category) must be made inaccessible to children.

LPA Rivera asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she has no pets, no poisons, no firearms, or weapons. Licensee stated she has a pool. LPA did not observe pets, poisons, firearms, weapons, and observed an in-ground pool.

The licensee was informed that if any poisons (ex; drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock and firearm and ammunition/firing pins must be stored separately.

LPA Rivera observed the required 2A10BC fire extinguisher located in the kitchen and the valve on the green area indicating fully charged and purchased receipt dated on 9/25/24. LPA observed a carbon monoxide detector located between kitchen and dining room and smoke alarm located between kitchen and living room. LPA tested the carbon monoxide and smoke alarm. LPA Rivera heard the sound for the smoke detector and observed the green light flash on the silent carbon monoxide tester. Both alarms are operable. LPA observed the first aid complete with band aids, gauzes, adhesive bandages, and antiseptic wipes and located in the laundry room. For ill isolation, licensee stated she utilizes a corner of the daycare room.

LPA Rivera inspected the play outdoor (backyard) area that is utilized by children for safety, comfort, and cleanliness. LPA observed the backyard to be fenced and side gates closed and with a keypad lock. LPA observed the play equipment to be age appropriate and in a safe condition, free of sharp, no lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed an in-ground pool and a rock fountain inside pool area that is gated. LPA measured the fencing and observed the iron and mesh fence to be 5 ft from the concrete to the top of the fence. The pool spacing

between each bar is 4 inches and does not obscure the pool from view and the spacing from the cement to the bottom bar is 2 inches. Both pool gates swing away from the pool and have a self-closing latch and is no more than 6 inches from the top of the gate. The two windows that have direct access to the pool are locked and a 5ft mesh gate is installed to prevent direct access. The windows and door have an installed alarm to notify when they open.

LPA Rivera observed licensee Lilit Babajanyan incorrect National CPR Foundation online Pediatric First Aid/ CPR certification dated 1/29/24. LPA informed certification is invalid because it’s an online course not approved by Emergency Medical Services Authority (EMSA). LPA provided approved EMSA training facilities. LPA observed licensee Health and Safety certification dated 3/30/2019, and licensee has proof of immunization against Pertussis, MMR, and Influenza declination. LPA observed licensee Child Abuse Mandated Reporter training dated 12/11/23. Licensee was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

LPA observed the postings License, LIC 9148 Earthquake Preparedness Checklist, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, and LIC 999 Facility sketch. Licensee provided LPA Rivera an updated facility sketch.

Licensee Lilit Babajanyan was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Lilit Babajanyan discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Lilit Babajanyan of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Family Child Care Homes Licensee Lilit Babajanyan was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA informed to place facility active status, licensee must complete the required pediatric first aid/cpr training and provide proof of completion of the required certification from either American Heart Association, American Red Cross of from an approved EMSA training facility.

The licensee Lilit Babajanyan confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, and report was reviewed with the licensee Lilit Babajanyan.
