On 8/9/2023, Licensing Program Analyst (LPA) Carol Heath conduct announced a Pre-Licensing inspection with the applicants, Isidra Garcia and Keyri Winters, to ensure the facility meets licensing requirements. The applicant is requesting to provide care for a small family childcare home with a capacity of 8 children. LPA toured the house in and out. Individuals that reside in the home include 5 adults (the 2 applicants, brother, sister and father) and 2 children (daughter, 2.5 years old, and 1 year old). Pre Guardian, all adults in this facility obtain a criminal record clearance.
During today's inspection, there were 2 children (the applicant’s children) with the applicant. Hours of operation are Monday through Friday, 5:00 am to 7:00 pm. The incidental Medical Services (IMS) policy was discussed. The applicants will not provide the IMS at this time.
The home is described as follows: This is a single-story home that consists of a 4-bedroom, 2-bathroom home with a kitchen, office, childcare (formal dining area), living/dining room, laundry, and garage. There is no body of water on the premises.
Indoor:
Main area: Main care is provided in the formal dining room used for childcare. Children use the bathroom in the hallway on the left.
· Dining Room/Living room: There is a fireplace located in the Living room, and it is screened to make it inaccessible to the children. LPA observed a safety latch in front of the fireplace, which is made inaccessible to children. PA observed many age-appropriate toys, books, and other materials in the Dining room area. Per the applicants, the children will nap in the Family Room.

· Bathroom #1: Children will use bathroom #1 next to the Livingroom. Bathroom #1 was toured and inspected medicine cabinet/toilet is in operable condition. The faucets are clean, safe, and operable; the bathtub and shower area are free of hazards. There is some medication storage in the medicine cabinet. The applicants had a safety latch to make the materials inaccessible to the children. The shower is free of hazards (childcare bathroom).

· Kitchen/Dining: All sharp utensils, cutlery, cleaning supplies, medicines, drawers, cabinets with plastic bags, and pointy things or small things children can swallow; are inaccessible to children with a child safety latch under the kitchen sink. The refrigerator, dishwasher, stove, microwave, etc., are clean. The kitchen was clean, orderly, and free of hazardous items. Medications were stored in the off-limits bedroom.


· Outside: The backyard was inspected. The backyard is completely fenced. The backyard is completely fenced (brick). There are aloe vera and roses that are screened in the planter area next to the brick wall. There is a gazebo and age-appropriate toys. LPA observed a refrigerator with water and juices. Applicants were reminded to supervise children at all times while playing in the backyard.

Ø Off-limit area: The areas include all bedrooms, bathroom #2, pantry (kitchen, safety knob), laundry (safety knob), and garage.


· Bedrooms (Safety doorknobs or key lock): The master bedroom, Bedroom #2, has safety doorknobs to make the room inaccessible to the children.
· Bathroom #2 (Master Bathroom): Bathroom #2 is inside the master bedroom. LPA toured and inspected the medicine cabinet. The toilet and sink are in operable condition.
· Laundry (Safety door knob): The clean supplies and poison are in the laundry room. There is a safety door knob on the garage door, which made inaccessible to children

· Garage (safety doorknob): LPA inspected the garage. According to the applicant, the garage is off-limit for the children. No childcare activities will be conducted there.
Ø Other:
· Bodies of water: There is NO pool (body of water on the premises) in the facility.
· Cleaning compounds are stored away in the laundry/garage area with a safety gate inaccessible to the children
· Electrical outlets: All unused electrical outlets are plugged in and made inaccessible to children.
· Fire extinguisher (2A10BC) LPA observed there is a required fire extinguisher (2A10BC) fully charged and located in the kitchen, inaccessible to children. It meets standards established by the State Fire Marshall.
· Hanging window blind cords: The cords are inaccessible to children.
· Isolation area (Illness): Per the applicant, if the child shows signs of illness, he/she will be separated from other children and stay in the Family room.
· Medications and cleaning solutions: Detergents/cleaning compounds are under the kitchen sink with a child locked. Medications are in the off-limits bedroom.
· Meals: The applicant will provide Breakfast, Lunch, and snacks. The applicants will enroll the food program.
· Napping equipment (Mats or cots): LPA observed 5 mats and 1 playpen. Per the applicant, she will get some mats or cots, and the children will nap in the daycare area with adult supervision.
· Pets: No pets.
· Phone service: There is a working landline or cell phone
· Smoke Detectors and Carbon Monoxide: The smoke detectors and carbon monoxide devices were tested and in operable condition.

· The First Aid kit is located in the kitchen, inaccessible to children. The First Aid Kit was observed to be complete with supplies and a first aid manual.
· Transportation: The applicants will provide transportation for children. The applicant has a valid California driver's license, valid vehicle insurance, and a vehicle registratio.
· Weapons or Firearms: Per the applicant, there are NO firearms at the facility at this time.
Ø Documentation:
The applicant has current CPR, and First Aid Training with the expiration dates of 9/2025 and Prevented Health and Safety Training completed: on 10/2021. The applicant has her fingerprint clearance and TB exam. The applicant has proof of being immunized against influenza, pertussis, and measles. The applicant has proof of Mandated Reporting Training dated 10/26/21. LPA shared LIC 311D with the applicant.

The following was discussed with The applicant:
· Mandatory Forms for the children's files and provider's files, Requirements for fire drills, earthquake drills, and documentation for both. Role and responsibilities of being a mandated reporter.

· The applicant was reminded that 100% supervision is required at all times for children in care. The applicant was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov. The applicant was made aware that it is he/her responsibility to know the regulations as well as anyone who assists in providing care. Licensing must have the facility's phone number at all times; if the phone number is changed, licensing must be notified

· The regulation prohibits the smoking of tobacco in a private residence that is licensed as a family childcare home and in those areas of the family daycare home where children are present (24/7 ban). State law prohibits baby walkers, bouncy seats, exersaucers, and any other items that fall into that category.
· On January 1, 2018, or before March 30, 2018, a person who is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. @www.mandatereporterca.com
· Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.
· Per the Health & Safety Code §1596.846 (b) and (c); states that a baby walker shall not be kept or used on the premises of a child day care facility. The California Code of Regulations, Title 22, Division 12, Chapter 3, Section 102417 (g)(10), under Operation of Family Child Care Home; states that a baby walker shall not be allowed on the premises of a family child care home. Legislature declared that a baby walker or item of similar nature are considered an immediate risk to the child's safety as they are inherently unsafe and not capable of design changes that would or prevent accidents
· §1597.622 Employees or volunteers at a family day care home; immunization requirements; records; exemptions (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.
