13 | On 10/24/2025, Licensing Program Analyst (LPA) Justeene Tamayo conducted an unnanounced complaint investigation related to the allegations above. LPA disclosed the purpose of the investigation and was granted entry into the facility by Director Rosa Ayala Lopez. A tour of the facility was conducted, a total of 3 classrooms were toured. LPA verified a census of 20 children and a total of 8 teachers, along with the Director.
The investigation included interviews with staff, children, parents, and other relevant parties. During interviews conducted, it was revealed that the facility conducts diaper and health/safety checks during initial drop-off and pick-up times. Parents interviewed corroborated this information.Parents stated they have never seen another infant crawling on the floor of the bathroom, as the facility allows only one infant at a time to maintain privacy. It was also revealed that parents are allowed to enter the classroom one at a time upon request. When entering, parents are required to wear either disposable booties or their personal socks.
