On January 15, 2026, at 08:40am., Licensing Program Analyst (LPA) Kendal Zirbes conducted an unannounced follow up complaint investigation to Lake Los Angeles Elementary School. LPA met with facility representative, Christine Britton. The purpose of the inspection was to deliver the findings regarding the above complaint allegations. The investigation included unannounced inspections of the facility conducted on November 5, 2025, and today. In addition, confidential interviews with staff, children, parents, and a review of the facility records were completed.
On November 3, 2025, the Department received three allegations regarding the Center. The first allegation alleged, staff 1 (S1), verbally mistreats unknown children. Confidential interviews revealed inconsistencies regarding S1s interactions with the children. Some parties reported S1 spoke harshly to the children while other parties stated S1 can use a stern tone if a child is engaging in a dangerous activity. Other interviewees reported zero concerns with S1 interactions with the children. S1 denied verbally mistreating the children. LPA completed an unannounced inspection on November 5, 2025, from 09:00am - 4:10pm. LPA did not hear S1 verbally mistreating the children in care. Report continued on page two

A second allegation was received alleging S1 disciplines unknown children “harshly” for not being able to sit for a period of time. Confidential interviews revealed inconsistencies regarding S1s discipline practices. As sources confirmed the allegation and other sources reported the children are allowed freedom of movement. S1 denied the allegation and expressed that all children are included in the planned activities, however children are allowed to move throughout the classroom and are not forced to remain at the activity. LPA completed an unannounced inspection on November 5, 2025, from 09:00am - 4:10pm. LPA observed children freely moving within the classroom.

A third allegation was received alleging unknown substitute staff are yelling at unknown children throughout the day. Confidential interviews revealed inconsistencies regarding unknown staff members’ interactions with the children. As sources confirmed the allegation and other sources denied the allegation and expressed staff use a teacher voice or a stern tone when a child engages in a dangerous activity. During LPA inspection on November 5, 2025, LPA did not hear the staff members yelling at the children in care.

Based on interviews, record review and LPA observation, there is not enough evidence regarding the allegations alleging staff (S1) mistreats daycare children, staff (S1) inappropriately discipline daycare children, and staff yells at daycare children. Therefore, the allegations are deemed unsubstantiated at this time. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted, where this report and appeal rights were reviewed with facility representative Christine Britton.
