Licensing Program Analyst (LPA) Maddox met with the Director, Maria Cuevas and conducted an Annual Random inspection. LPA toured and inspected the Infant program in accordance with the facility sketch. LPA observed 3 infants and 5 Toddlers with 2 Teachers. The facility consists of 1 classroom which is divided into 2 to separate areas for Infants an Toddlers. The center also operates an Pre-School Program (#197493026). The hours of operation are 6:30 am - 6:30 PM Monday -Friday.

Indoor/Children's Area: Indoor activity space for infants is physically separate from space used by children in the preschool and Toddler components. Infant center is equipped with age appropriate furniture and equipment including cribs, cots, changing table and feeding chairs. Per Director equipment, toys and furnishings are sanitized daily.

Furniture and equipment were inspected for age appropriateness and good repair, low chairs and tables, high chairs have broad based legs, chair trays lift and lock, changing table padding thickness is within regulatory requirements and located within arm's reach of a sink. Drinking water is available inside the classroom (sippy cups, bottles), center uses filtered water. Bedding is changed daily for the younger infants and older infants.

The bedding is stored separately and properly. There is a Infant Daily Report, Used diapers are put in trash container with lid, when infants have a bowel movement the soiled diaper is placed in a plastic bad and discarded in the outdoor trash can. Infant room is clean and safe.

The center is clean, safe, sanitary and in good repair, there are no potential hazardous areas observed. Floors are clean and safe, cleaning compounds are inaccessible, furniture and equipment in good condition. Each infant has own cubby, trash cans have tight fitting lids. LPA observed the carbon monoxide, Fire Extinguisher and smoke detector in working condition. There is a working telephone on the premises, isolation area for ill children at the office area, room temperature is comfortable, Fully stocked First Aid Kit observed, sign in/out sheets were reviewed and contain legal signatures, no baby walkers or other prohibited play equipment was observed on the premises.

Children/Infant are inspected for illnesses (wellness policy) as they arrive. A review of medication policy indicated that prescription medication is administered only with parent's written permission (licensing medication form- LIC9221 - also used) and a doctor's note. There is a separate area for isolation and care of ill children at the entrance with the Director or Director office.

Napping: There are mats and cribs available for nap time. Each crib is used for one infant at a time, bedding changed daily or as needed, cribs and cots are arranged to allow staff to reach an infant without having to step over an infant. Bedding is stored as to not come in contact with other bedding.

Infant Needs and Service Plan: Teacher child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Infant file has Needs and Services Plan/Individual Sleep Plan. Children's records and staff records were reviewed.
LPA observed the Infant Needs and Service Plan in each infant file (updated quarterly).
Infant Food Service: LPA observed the individual feeding plan for each infant, low chairs and seating equipment in good repair. Food bought from home is labeled with infant name and date (currently no outside food brought inside the center, beside breast milk).

LPA observed Licensing and Parent boards to be incompliance including the required posting (menu, daily schedule, community activities, licensing required documents). Fire/earthquake drills current. Roster current and maintained. Staff present have current CPR/First Aid expire 3/28/23.

Staff Records: LPA reviewed files for Director Qualifications, immunization, licensing forms (LIC9108, Mandated Reporter, LIC508, LIC308).

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Staff conduct 15 checks on Infants as they sleep (log observed).

Outdoor: Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. There is a dirt, sand, turf and concrete area for active play. The area was observed to be free of debris. There is an area for shade and rest (patio, trees). Drinking water is available (Staff have backpack which contains sippy cup and first aid material). Staff inspect outside play area prior to children exiting to the play area.

Outside area is completely fenced. Activity space is physically separate from the space used by children in the preschool and school-age center component. The outdoor space is maintained in a safe condition and is free of hazards, cushion material to absorb fall(wood chips). LPA observed adequate outside shade, play ground free from hazards and debris.

Center does not dispense medications.

No deficiency. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director, Maria Cuevas.
