On October 29, 2021 at 9:28AM, Licensing Program Analyst (LPA) Brigitte Tsutaoka conducted an unannonced complaint inspection on the above allegations. LPA disclosed the purpose of inspection and was granted entry by Staff 1. Upon entry, LPA was greeted by Director Marsha Jones who guided LPA on a tour of the facility. LPA counted 8 children with 2 staff on association list.

At 9:35AM, LPA observed the children in their Halloween costumes participating in Halloween crafts and story time. The children then went outside for outdoor play. The children were not wearing masks during outdoor play, but were wearing masks while inside the facilty. LPA observe the staff wearing masks at all times.

At 10:30AM, 2 performers from Bubbles Entertainment arrived at the facility to entertain the children as a Halloween activity. LPA observed the 2 entertainers create balloon animals with the children. Director stated the entertainers willl stay for approximately 3 hours, first hour is balloon animals and second hour is entertaining as Mickey and Minnie Mouse. The entertainers left at 12:00PM.

During the course of the investigation, LPA observed staff on association list present at the facility and verified ages by identification. Staff 1 was initially not associated, but the facility required staff to complete fingerprint clearance and Staff 1 is now verified cleared/associated on association list. LPA did not observe any minors working at the facility during the investigation. LPA also interviewed parents, who disclosed minors were not present working at the facility. It was also disclosed transportation is offered to the children, but the children are taken directly to the facility and directly back home.

At 11:15AM, LPA conducted child interviews which disclosed the staff on association list provide supervision to children. Children did not identify anyone else who provides supervision at the facility. It was disclosed the children are friends with everyone and have not experienced bullying while present at the facility. LPA did not observe instances of bullying or physical altercations during inspection.

At 12:35PM, LPA conducted staff interviews which disclosed the facility offers transportation services, but children are transported to designated locations approved by parents, specifically to the facility, home, and school (if they attend school). Otherwise parents bring the children to the center and pick them up. It was additionally disclosed minors do not provide supervision to children and the youngest staff is Eligible-Cleared on association list. Staff also corroborated children experiencing challenging behaviors are redirected, but behaviors observed have not qualified as bullying.

Based on evidence obtained, interviews conducted, and records reviewed, the above allegations are deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations did or did not occur.

An exit interview was conducted, a copy of this Report, Appeal Rights and Notice of Site Visit were provided to Director.
