On Wednesday, July 26, 2023, at 1:41 PM, Licensing Program Analyst (LPA) Mayra Rivera conducted unannounced inspection at the facility noted above and met with Director, Veronica Rose and Lead Teacher Linsay McClain. The purpose of the inspection was to conduct the required inspection for a pending Capacity Increase. This facility is currently licensed for 61 preschool children and 6 toddlers. Licensee Veronica requested to remove toddler component and increase the preschool capacity by adding 83 preschoolers to bring the capacity to a total of 144. This facility consists of two buildings (building 1 and building 2). Building 1 has a total of four classrooms and building 2 has a total of five classrooms. Operating hours for this facility are Monday through Friday from 6:30 AM to 5:30 PM. A fire clearance for capacity increase has been granted on July 20, 2023, for a total of 144 preschool children. Per fire inspector plans were approved using the 2019 Fire Code which allows 2 years and above in an “E” occupancy with classrooms who have direct exiting and classroom doors leading to the hallway may not be propped open. Hallway is a fire rated corridor.

At approximately 1:45 p.m., LPA Rivera entered building 2 to conduct an inspection and measurements. LPA observed children in classroom 2,3 and 5 who are part of the Heritage program, LPA did not observe any Title 22 child care children in Building two.

At approximately 1:51p.m., LPA measured and inspected classroom 1. LPA observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age-appropriate toys accessible to children. LPA observed hooks outside the classroom for children to hang their personal items. LPA observed cleaning solutions stored in the staff restroom across from the classroom on top shelf. LPA Rivera measured the height of the shelf (5 ft high). LPA observed trash bin with a lid.

At approximately 2:36 p.m., LPA measured and inspected classroom 5. LPA observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age-appropriate toys accessible to children. At approximately 2:42 p.m. LPA Rivera entered the playground to conduct an inspection and measurements. LPA observed the yard to be fenced all around. LPA observed the side gates closed and lock with a t -hook. LPA observed the surface of the outdoor activity space with artificial turf and maintained in a safe condition. LPA observed age-appropriate play equipment and area to be in safe condition, free of sharp, no loose or pointed parts and free of hazards. For outdoor drinking water,children bring out their water bottles. For adequate shade, LPA observed a10 -post shade cover structure.

LPA observed the restrooms to be located inside the classrooms. LPA observed a total of 10 toilets, 2 urinals and 11 handwashing sinks. In building 1, LPA observed the restrooms to be fully equipped with toilet paper, soap and individual cotton hand dry towels. In building 2, LPA did not observe soap or hand dry towels. Per director Veronica, the soap dispenser and cotton hand dry towels will be mounted to the wall by Friday, July 28, 2023.

Heating lighting and ventilation were evaluated by LPA Rivera. LPA observed central AC/heater in both buildings and vents located on the ceiling walls. Thermostats located inside the classrooms. LPA observed temperatures in between 72-73 degrees. LPA observed the fire extinguishers located in the hallways (building 1) and inside classrooms (building two). LPA observed the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced on 6/30/23 (building two) and 3/8/23 (building 1). Smoke detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. Carbon monoxide detector located in building 1 in the hallway. LPA tested the carbon monoxide, and it is operable. LPA observed napping equipment to be in good condition. Per lead teacher, the isolation area is in the office and a kid size sofa is provided. Staff restroom is utilized for ill children. First Aid supplies are kept inside building 1 in the staff restroom. Per lead teacher Linsay, medication is only administered to a child when accompanied with a doctor's note and medication is stored inside the first aid kit located in the staff restrooms (building 1 and building 2). LPA Rivera asked if there are any poisons, firearms, weapons or bodies of water. Director stated she has no firearms, weapons, no poisons nor bodies of water. LPA did not observe firearms or weapons, poisons, nor bodies of water.

This program provides lunch, p.m snack, and dinner. Meals are prepared on site. A monthly menu is available and posted in the main entrance and in preschool classroom. For water drinking, facility fills children’ water bottles and water bottles are located inside the classrooms. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents.

The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 394), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148).

At approximately 3:29 p.m., LPA measured and inspected classroom 1. LPA observed 9 children with staff #3. Director Veronica has pediatric First Aid/CPR certification dated 3/1/23, preventative health and safety training dated 12/12/2008, child abused mandated certification (AB 1207) dated 6/18/22 and has proof of immunization against pertussis, and measles, and influenza declination. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

Director Veronica was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA advised the facility representative how to access forms, regulations, quarterly updates, and Provider Information Notices (PINs) on the Department website at: www.ccld.ca.gov.

Based on measurements taken during today's inspection and availability of toilets and sinks, the facility is equipped for the requested increase capacity of adding 83 preschoolers to bring to a total of 144 preschoolers.

A final review of the application will be conducted by the Department. Once licensed, the Licensee is required to adhere to the terms and limitations stated on the license.

No deficiencies were cited during today's inspection. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.

Director Veronica requested Building 2 classrooms 2, 3 and 4 to operate for child care Title 22 preschool children during the calendar school year from 8:00 a.m.to 1:00 p.m and from 1:00 p.m. to 5:30 p.m. run the Heritage program. Classroom 1 and 5 will be utilized for title 22 child care children. Per lead teacher Linsay, Building 1 classroom 1-4 will be utilized for title 22 child care children.

Exit interview was conducted and report was reviewed with Lead Teacher Linsay McClain.
