On May 19, 2025, LPA Villa amended the report to add 1 unsubstantiated allegation.
On May 7, 2025, Licensing Program Analysts (LPAs) Annelise Villa and Ana Rodriguez conducted an unannounced inspection at the facility. The purpose of the visit was to deliver findings for a complaint received at Palmdale RO on February 18, 2025. LPA was greeted by Teacher Reggie Canales-Boyd who granted access. Director Marsha Jones arrived at the facility during the inspection. LPA completed a safety inspection which resulted in zero deficiencies. LPA observed 5 preschool age children in care at the time of the visit.

Allegation #1: Facility is operating out of the scope of their license. Interviews revealed there have not been any witnesses to infants receiving care at this facility. Per Director, the facility is only providing care and supervision to preschool age children. Due to the aforementioned, this allegation is determined to be unsubstantiated.

Allegation #2: Allegation #2: Unqualified staff providing care to day care children. During the investigation, LPA Villa conducted a record review of staff files. Record review revealed Staff #3 was enrolled in a college level course to be a fully qualified teacher. Interviews revealed Staff #3 acted only as a teacher aide. Per Director, Staff #3 was not alone with children in care. Staff #3 had not acted as a fully qualified teacher and was in compliance with California Code of Regulations (CCR) Title 22 Section, 101216 Personnel Requirements.

Based on the information obtained during interviews, observations, and documentation reviewed it is determined that the allegations have been unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. Appeal Rights were discussed and provided. Signature at the bottom of this report confirms receipt.  Notice of Site Visit was posted and will remain posted for 30 days.
