Licensing Program Analyst's (LPA) Maddox met with Applicant, Karen Barcus today for the purpose of conducting an announced Pre-Licensing inspection for a Preschool component. The Center is located on the grounds of Marie Kerr park next door to the community swimming pool.

The tour included the main room (Meeting Room 1,2,&3), 3 bathrooms, and the outside area which is totally surrounded by 6 ft wrought iron fencing that has a push bar in place in case of an emergency. There is 1 bathroom inside the classroom that has 1 toilet and 1 sink with 2 additional bathrooms in the hallway (girls bathroom has 3 sinks, 7 stalls; Boys bathroom has 3 urinals, 3 sinks, and 4 stalls), each bathroom has 1 handicap stall. Days/hours of operation will be Monday through Friday from 9am to 12pm.

This building is owned by the City of Palmdale who has custodians who conduct the general cleaning.

INDOOR ACTIVITY SPACE: There are cubbies and storage cabinets available. LPA observed some toys, books, and materials available for children. Applicant will supply a variety of age-appropriate equipment, toys and materials, the materials were not set up during this inspection. Telephone service, heating, lighting and ventilation were evaluated. The child care center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors.

The isolation area (located in the front office area) is equipped to isolate and care for any child who becomes ill during the day.

Meals:

This will be a half day program, center will supply snacks, children will bring their own lunches.

Measurements according to facility sketch submitted:



Preschool Room #1: 83 X 26 = 2158/35 = 62

Outdoor Space Preschool: 86 X 25 = 2150/75 = 29

With measurements provided, and approved fire clearance, center will be licensed for the requested capacity of 28 Preschool children.

HEALTH RELATED SERVICES:

Center will provide IMS.

Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when and if medications are dispensed. .

LPA observed fully equipped first aid kit (front office area and in the classroom). LPA observed a There is a Carbon Monoxide, Smoke detector and Fire Extinguisher (2A10BC) in the classroom.



LPA Maddox has verified Qualifications for Director including Lead Poisoning training, mandated reporter and current Operations and Records Keeping.

Due to the COVID-19 pandemic, Center has Signs posted throughout the center with regards to the local health department; information on child passenger restraint systems; hand washing, screenings for staff and children and facial coverings.

Sign-in and Out Procedure: There will be an area set up outside of the classroom where parents will sign children and out daily.

Napping - Children will not nap at this center half day program.

Staff Bathroom. - There are boys and girls bathrooms available in the hallway, Applicant states she will designate the girls bathroom for the children and the boys bathroom will be designated for staff and the isolation bathroom.



Center Preschool will be ready for licensure once pictures are received of the classroom set up and ready to receive children.
