13 | On April 13, 2026, LPA Villa amended the report to correct LPA names.
On April 10, 2026, Licensing Program Analysts (LPA) Annelise Villa conducted an unannounced inspection at the facility. The purpose of the visit was to deliver findings for a complaint received at Palmdale RO on March 3, 2026. LPA was greeted by Director Rhonda Levine who granted access. LPA completed a safety inspection which resulted in zero deficiencies. LPA observed 3 preschool age children in care at the time of the visit.
During the course of the investigation, Licensing Program Analyst (LPA) Villa conducted a review of staff records. A review of Staff #1’s transcripts indicated that the staff member has completed 42 units of appropriate early childhood education and administration courses. Pursuant to Title 22, Section 101215.1(h)(1), which outlines the educational qualifications required for childcare staff, Staff #1 meets the necessary requirements. Therefore, the allegation that unqualified staff were providing care to daycare children is unsubstantiated.
