On August 10, 2026, Licensing Program Analysts (LPAs) Annelise Villa Emily Abrams conducted an unannounced initial 10 day complaint investigation for the allegation above. Complaint was received at Palmdale RO on August 10, 2026. LPAs was greeted by Director Rhonda Levine who granted access. LPA completed a safety inspection which resulted in zero deficiencies. LPA observed 3 preschool age children in care at the time of the visit.

During the course of the visit LPA Villa conducted a review of staff records. A review of Staff #1’s transcripts indicated that the staff member has completed 42 units of appropriate early childhood education and administration courses. Pursuant to Title 22, Section 101215.1(h)(1), which outlines the educational qualifications required for childcare staff, Staff #1 meets the necessary requirements. Therefore, the allegation that unqualified staff were providing care to daycare children is unsubstantiated.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. Appeal Rights were discussed and provided.
