Licensing Program Analyst (LPA) Maddox met with Applicant/Owner Yesenia Canchola today for the purpose of conducting a Pre-Licensing inspection for an Infant/Toddler component with a combined requested capacity of 24 children. Applicant also has a pending application for a Preschool (#197750124) and Infant/Toddler component (#197750125) on the premises, center is located in the old DMV Office in Lancaster. A tour of the facility was conducted inside and outside. The tour included Office space, Kitchen, bathrooms, and classrooms. The Infant/Toddler rooms are located straight ahead as you enter the center, there's 1 classroom designated for Infants and 1 classroom designated for Toddlers. Parents will enter through the lobby area where staff will escort children to and from lobby to classrooms daily. Center will use an app called "Hi Momma" to sign children in and out. Each component will be kept physically separated Indoors and Outdoors. Days/hours of operation will be Monday through Friday from 6:30am to 6:30pm.

INDOOR ACTIVITY SPACE: There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage areas for children’s belongings. The center was toured and found to be clean, safe, and sanitary. There is an Infant changing table next to a portable sink located in the crib room. Center has a separate staff bathroom located in the entrance area of the center. The Staff bathroom will be used as isolation bathroom for ill children.

Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible to children (Janitors closet in the front lobby).

The isolation area (located in the office area) will be equipped to isolate and care for any child who becomes ill during the day, the staff bathroom is designated as the isolation bathroom.

Meals:

There shall be an individual feeding plan for each infant, the plan shall be completed and available for use prior to the infant's first day at the center. Bottles, dishes and containers of food brought by the infant's authorized representative shall be labeled with the infant's name and the current date. All provisions of Title 22, Section 101427 shall be met with regards to Infant Care Food Service.



Measurements taken:
Toddler Room: 19 X 25 = 475/35 = 14
Infant Room: 330/35 = 9
Total Inside space for Infant/Toddlers = 14 + 9=23

Outdoor Space Preschool:
A - immediately upon entering play yard: 23 X 65 = 1494/75 = 20 children
B - Middle area: 25 X 25 = 625/75 = 8 children
C - Rear area: 83 X 25 = 2075/75 = 28
Total outdoor activity space 56 children (This will be a shared yard; the yard needs to be divided and set up specifically for Infants). The entire yard is fenced; there's a permanent shaded structure as soon as you enter the play yard.

Napping: There is an area in the rear of the Infant room where cribs are located. Applicant is reminded to follow the newest "Safe Sleep" Regulations" The following is a summary of the new safe sleep requirements:

· Infants up to 12 months of age must be placed on their backs to sleep, unless there is a medical exemption from a licensed physician that allows for an alternative sleep position.


· Cribs must be free from all loose articles and objects, including blankets and pillows.

· Mattresses must be firm and include a tight-fitted sheet.

· Infants must not be forced to sleep, stay awake, or stay in the sleeping area.

· Infants must not be swaddled while in care.

· An infant’s head must not be covered while sleeping.

· If an infant fall asleep before being placed in a crib, for example, in a provider’s arms or stroller, the provider must move the infant to a crib (or play yard for FCCH) as soon as possible.
·
· Car seats will only be used for transportation and must not be used for sleeping within a childcare facility

All pacifiers cannot have anything attached, such as a stuffed animal or a clip meant to attach the pacifier to the infant’s clothing

· Providers must check on sleeping infants every 15 minutes and document their condition to check for signs of distress, which includes, but is not limited to labored breathing, flushed skin color, increase in body temperature, and restlessness.

· Each infant, up to 12 months of age, must have an Individual on file, which will document the infant’s sleeping habits, usual sleep environment, and the infant’s rolling abilities.



Sign-in and Out Procedure: Center will utilize an electronic (Hi Momma) sign in and out procedure, center has the capability of producing hard copies if needed.

HEALTH RELATED SERVICES:

Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration.

Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given.

LPA observed fully equipped first aid kits in each classroom. The Carbon Monoxide detector is integrated within the fire system.

Other corrections needed: The outside area needs to be divided and set up for PS children (pictures will be accepted). Fire clearance has been received. With measurements taken, the Infant/Toddler component will be licensed for a capacity of 23 children (once all corrections and missing documents are received).

Exit interview was conducted. Due to technical difficulties, the final report was emailed to applicant, Yesenia Canchola with return receipt. Applicant will review the report, sign, and forward signed copy to LPA's email.
