Licensing Program Analyst (LPA) Maddox met with Applicant/Owner/Director Yesenia Canchola today for the purpose of conducting a Pre-Licensing inspection for a Preschool component with a requested capacity of 48. Applicant also has a pending application for a School-age (X197750125) and Infant/Toddler component (X197750123) on the premises. Each component will be kept physically separated Indoors and Outdoors. This center is located at the old DMV Office in Lancaster. A tour of the facility was conducted inside and outside. The tour included Office space, Kitchen, bathrooms, and classrooms. There are 4 classrooms designated for the PS component. Parents will enter through the lobby area where staff will escort children to and from lobby to classrooms daily. Center will use an app called "Hi Momma" to sign children in and out. Days/hours of operation will be Monday through Friday from 6:30am to 6:00pm.

INDOOR ACTIVITY SPACE: There are a variety of age-appropriate equipment, toys and materials in good condition and in enough quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage areas for children’s belongings. Center will use water pitchers with disposable cups outdoors and a water cooler indoors or drinking water; Tables and chairs are available to meet the needs of the children. The childcare center was toured and found to be clean, safe, sanitary

The isolation area (located in the office area) will be equipped to isolate and care for any child who becomes ill during the day, the staff bathroom is designated as the isolation bathroom.

Meals:

Center children will provide breakfast, snack, lunch. Meals will be delivered daily from an outside source.


The PS component will occupy 4 classrooms located in the front of the center:
A - (on the right side as you enter): 14 X 30 = 420/35 = 12
B - (on the left as you enter): 20 X 24 = 480/35 = 14
C - (2nd class rt): 14 X 30 = 420/35 = 12
D - (2nd class left): 24 X 19 = 456/35 = 13
Total inside activity space for PS = 51 children

Outdoor Space Preschool:
A - immediately upon entering play yard: 23 X 65 = 1494/75 = 20 children
B - Middle area: 25 X 25 = 625/75 = 8 children
C - Rear area: 83 X 25 = 2075/75 = 28
Total outdoor activity space for Preschool = 56 children (The PS outdoor area needs to be divided and set up with outdoor equipment).
There is a permanent shaded structure as soon as you enter the play yard.

HEALTH RELATED SERVICES:

Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration.

Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given.

LPA observed fully equipped first aid kits in each classroom. The Carbon Monoxide detector is integrated within the fire system.


Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances will be stored in the Janitors closet located in the Lobby area.

Incidental Medical Services was discussed.

Due to the COVID-19 pandemic, Center will post Signs throughout the center with regards to hand washing, the local health department, screenings for staff and children and facial coverings. The Parent Board will be located outside of each classroom.

Children will bring their own water bottles or have access to water via water pitcher with disposable cups. LPAs highly discourages the usage of water fountains due to the COVID-19 pandemic.

Bathrooms:
There are 2 bathrooms designated for the PS children, 1 bathroom has 3T/1S and the 2nd bathroom has 1U/2T/ and 1S.
Total capacity with bathrooms: 30 children (applicant states she will purchase 1 potable sink for each bathroom to bring the total up to 60).

LPA ensured the toilets flushed properly and are reachable for children. The restroom has adequate toilet paper and paper towels available, were found to be clean and sanitary.

Center has a separate staff bathroom located at entrance hallway and will be used as isolation bathroom for ill children.

Sign-in and Out Procedure: Center will utilize an electronic (Hi Momma) sign in and out procedure, center has the capability of producing hard copies if needed.

Napping: Center will use mats for sleeping. Floor mats used for napping shall be: Constructed of foam at least 3/4-inch-thick; Wiped with a detergent/disinfectant after each usage; Maintained in a safe condition with no exposed foam. Each cot or mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. Bedding shall be individually stored so that each child's bedding is identifiable, and no child's used bedding comes into contact with other bedding.

Exit interview was conducted. Due to technical difficulties, the final report was emailed to applicant, Yesenia Canchola with return receipt. Applicant will review the report, sign, and forward signed copy to LPA's email.
