    Licensing Program Analyst (LPA) Maddox conducted an announced visit today and met with Rosalyn Soils, Diredtor for the purpose of conducting a Pre-Licensing inspection. Days and hours of operation will be : Mon - Fri from 7:00am to 6:00pm. Center is requesting licensure for 50 Preschool children ages 2 - 6 yrs.

INDOOR ACTIVITY SPACE:

This center is located at Brandford Child Care Center which is part of the Recreation and Parks for L.A. City. The center will occupy 1 large classroom which can be divided into 2 classrooms via accordion partition.

· The child care center was toured and found to be clean, safe, sanitary, and in good repair to ensure the safety and well-being of children, employees and visitors


· Floors of all rooms have a surface that is safe and clean - There is linoleum/tile flooring
· A comfortable temperature for children shall always be maintained.
· Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.
· Tables and chairs were present to meet the needs of the children.
· Drinking water is readily available - water fountain and water bottles
· Disinfectants, cleaning solutions, poisons and other items that could pose a danger

if readily available to children were stored in a cabinet inside the classroom - this cabinet was not locked during this inspection. This cabinet must remain locked while children are present. - Staff can send picture of locked on cabinet
· There is/are fully stocked first-aid kits in locations accessible to staff but inaccessible to children:
· The isolation is located in the office for any child who becomes ill during the day.
· LPA observed working carbon monoxide detectors and smoke detectors, fire alarm and fire extinguishers throughout the facility.
· The center has a working telephone
· Sign-in and out procedure will be conducted manually
· Upon arrival, Staff will conduct a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

50 X 35 = 1,750/35 equals a capacity of 50 children

OUTDOOR

LPA's observed a shaded rest area for the children via 2 large shade trees and large tarp which is connected to large play/climbing apparatus.

The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard - Staff shall survey the play yard prior to children's presence to ensure all hazardous items including large and small branches have been cleared. As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls - center has rubber matting underneath climbing apparatus.

There are drinking water fountains on the play yard and children will bring out water bottles. LPA is highly discouraging using water fountains in an effort to prevent the spread of seasonal virus' and the spread of COVID and it's variants. The entire yard is surrounded by chain link fencing. There are no bodies of water on the premises

Measurement #1 - Cement area surrounding play apparatus included

72 X 48 = 3,456/75 equals a capacity of 46

#2 - Grass Area

60 X 57 = 3,421/75 equals a capacity of 46

Total Outdoor measurements: capacity of 92

RESTROOMS - LPA observed 2 separate bathroom's designated for children.

The Men's bathroom has 2 sinks, 1 urinal, and 2 stalls equals a capacity of 30

The Women's bathroom has 2 sinks and 3 stalls equals a capacity of 30

All toilets, handwashing facilities were maintained in safe and sanitary operating condition. There's a separate staff bathroom designated as the isolation bathroom.

SUPERVISION:

No child(ren) shall be left without the supervision of a teacher at any time, Supervision shall include visual observation.

TRANSPORTATION:

Center does not provide transportation

CHILDREN’S RECORDS:
All children's records shall be available to the Department to inspect, audit, and copy upon demand during normal business hours. Staff state they are aware of the required forms for children's files.

NAPPING

· Cots used for napping were maintained in a safe condition.


· Each cot shall be equipped with a sheet to cover the cot and a sheet and/or blanket to cover the child (depending on the weather).
· LPA informed staff cots should be disinfected daily after.
· Bedding/Linen will be stored on the cots that will be labeled with each child's name. Cots will be stored in a closet inside the classroom.

HEALTH RELATED SERVICES:

Medications shall be kept in a safe place inaccessible to children.

A refrigerator shall be used to store any medication that requires refrigeration.

Licensee has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

LPA verified current CPR and First Aid training (exp 8/19/2024); Mandated Reporter Training exp 9/2023; H&S training including Lead Poisoning for Rosalyn Soils, Rosalyn also meets the Educational Requirements.

Each licensee shall have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available.

FOOD SERVICES

· Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies.


· Food-preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin.
· Trashcans, including moveable bins, shall have a tightfitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent-proof.
· There is a refrigerator available to store any medication that requires refrigeration.
· All foods shall be selected, transported, stored, prepared and served so as to be free from contamination and spoilage and shall be fit for human consumption. Food in damaged containers shall not be accepted, used or retained.
Lunches will be prepared on site and according to Federal Food guidelines.

Applicant is reminded of the requirement to report and unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC 624B.
