Licensing Program Analyst (LPA) Maddox met with Marie Fife, Applicant today for the purpose of conducting a Pre-licensing inspection. This center is located is located on the grounds of St. Helena Orthodox Church and occupies the middle building. The Preschool children will occupy Rooms 203 & 212. Applicant has also submitted an application for an Infant/Toddler component. Days and hours of Operation will be Mon - Fri from 6:00am to 6:00pm.

Measurements were as follows:
Room # 210 (this will be the crib area and diaper changing area, this rooms square footage will not be included in the square footage).
19 X 11 = 209/35 = 6

Room # 211

Room # 204
21 X 19 = 399/35 = 12

Total Indoor Space for Infants = 18

The following are needed before licensure:
  • The outside play yard has a shaded structure, during this inspection LPA noted water damage caused by a leaking swamp cooler, and peeling and chipping paint. The water damages to this structure can cause an unsafe environment for children and staff.
  • Rooms 209 and 211 have cracked windows which pose a safety hazard
  • The outdoor perimeter of the center was inspected and LPA observed dry grass, a mountain of gravel, dead dry shrubbery which can pose a fire hazard.
  • Replace window blinds throughout the center, during this inspection LPA observed torn window blinds with long cords (long cords can be a safety hazard for children)
  • The swamp coolers on the roof are leaking and do not appear to provide a comfortable room temperature for the extreme summer months in the Antelope Valley.
  • This building was built in the 1940's, LPA has expressed concerns with Lead testing
  • Uneven walkway at the entrance of building which can cause a tripping hazard\
  • The padding on the polls on the play yard needs replacing, during this inspection LPA observed the padding material peeling
  • Classrooms for the Infants are in need of a general cleaning since the building has sat empty for a month and trespassers have vandalized the property. LPA observed cigarette butts, dead bugs, and chipping and peeling paint.
  • Classrooms were not set up with any age appropriate toys or materials
  • There is no outside play equipment on the play yard, Applicant needs to ensure that outside play equipment is age appropriate.
  • Cribs and/or play pens were not present
  • Changing table needs to be placed next to a sink

A fire clearance has been approved for a capacity of 30 children, however, with measurements taken today, the Infant component can accommodate 24 children, however, the outside measurements can only accommodate 5 children at a time. A follow-up inspection will be required to verify aforementioned corrections. A waiver is required to allow Infants and PS children to share the play yard.
