Licensing Program Analyst (LPA) Maddox met with Israel Moreno today for the purpose of conducting an announced Pre-Licensing inspection. Application received for a total capacity of 30 (10 Toddlers and 20 PS). Applicant also has a licensed PS and SA component (SA 197750047 & PS 197750088). The days and hours of operation: Mon - Fri from 6:00 am to 8:00 pm. During this inspection, LPA measured 1 classroom for PS children (this classroom has a built in divider) and 1 classroom for Toddlers.

INDOOR ACTIVITY SPACE:

· The child care center was toured and found to be clean, safe, sanitary to ensure the safety and well-being of children, employees and visitors.


· Floors of all rooms have a surface that is safe and clean (tile flooring)
· A comfortable temperature for children shall always be maintained.
· Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.
· Tables and chairs were present to meet the needs of the children.
· Drinking water is readily available - Water coolers with disposable cups.
· Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children (stored in janitors locked closet).

· There are fully stocked first-aid kit(s) in locations accessible to staff but inaccessible to children.
· The isolation is located in the Staff Room (Applicant is aware there has to be a fingerprint cleared adult present for supervision).
· LPA observed operable carbon monoxide detectors and smoke detectors(hard wired). Fire extinguishers are located throughout the facility and fully charged.
· The center has a working telephone
· Sign-in and out procedure - Brightwheel
· The licensee shall conduct a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

OUTDOOR

The play yard was toured, LPA observed the black top in the process of being re-paved, there is 1 large climbing structure, a swing set on the side (this will be off limits for the PS children). As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls (more cushioning material needed). The entire yard is totally fenced in. Staff will bring water out in pitchers and disposable cups and/or water bottles.

· There are no bodies of water on the premises


RESTROOMS

There are 2 bathrooms (jack n jill) between the PS and Toddler classroom. All toilets and hand washing facilities shall be maintained in safe and sanitary operating condition.

Staff bathroom- there is a staff bathroom located an adjacent building designated for staff only.

SUPERVISION:

Applicant shall ensure no child is left without the supervision of a teacher at any time, Supervision shall include visual observation.

TRANSPORTATION:

Not at this time

CHILDREN’S RECORDS:


Licensee explained all children's records shall be available to the Department to inspect, audit, and copy upon demand during normal business hours.

NAPPING

· Cots will be used for napping, cots shall be maintained in a safe condition.


· Each cot shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child.
· LPA informed applicant Cots or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet.
· Bedding/Linen will be stored in cubbies.

HEALTH RELATED SERVICES:

Medications shall be kept in a locked box inaccessible to children. A refrigerator shall be used to store any medication that requires refrigeration.

Applicant/Licensee has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. FOOD SERVICES

Snack menus must be posted for parents’ review. Center will not serve lunches at this time, they will only provide snacks.

· Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies.


· Food-preparation and storage areas shall be kept clean and free of litter and rubbish
· Trashcans, including moveable bins, shall have a tight fitting cover that is kept on; shall be in good repair.
· There is a refrigerator available to store any medication that requires refrigeration.
POSTINGS:

Applicant is aware of informed of the required forms that shall be posted after licensure including the telephone number of the local health department and information on child passenger restraint systems pursuant to Health and Safety Code section 1596.95(g) and Vehicle Code sections 27360 and 27360.5

Each licensee shall have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available.

Indoor measurements contain a total of 1,259 square feet which will accommodate applicants requested capacity.
Outside measurements contain a total of 1,275 square feet which will accommodate applicants requested capacity.
Bathrooms will accommodate the requested capacity.
Applicant is reminded of the requirement to report and unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC 624B.

Applicant was informed of the following regarding the Toddler Option:
A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.
(2) The toddler program shall be conducted in areas physically separate from those used by older or younger children. Space planning and usage for the toddler component shall be governed by the provisions of Section 101438.3. Plans to alternate use of outdoor play space must be approved by the Department.

Needed Prior to Licensure: Picture of gazebo set up for outside shade, picture of the black top when the re-pavement is complete, picture of cushioning material underneath climbing apparatus, picture of the wooden boards replaced along the bottom of storage units on the play yard, picture of changing table set up in the bathroom, LPA will review paperwork received during this inspection.

Applicant was informed of the new process for processing applications through the Central Applications Bureau, Applicant was also informed that additional information may be requested as we navigate through the licensing process.

Fire Clearance has been received for the requested capacity of 30 children.
