On 3/4/25 at 2:50 pm Licensing Program Analyst (LPA) Ashley Calderon arrived at the facility for the purpose of conducting a random/annual visit. LPA met with Licensee Scheire Vance who granted LPA entrance to the facility. LPA disclosed the purpose of todays visit.

LPA provided Licensee Vance with Entrance Checklist- LIC 126. Upon entrance LPA observed 5 children, including 1 infant. All adults present in the home have obtained a criminal record clearance or exemption and are found cleared. Facility is licensed for Large Capacity of 14, operation hours Monday-Friday 6am-6pm.

This is a one-story home which consists of 4 bedrooms, 2 bathrooms, day care room, kitchen with dining area, den, living room, garage, front yard and backyard (yard combined with neighbor). Per Licensee, areas off limits to children and parents include: next neighbor house, all bedrooms (locked), one bathroom in bedroom, kitchen with dining area (only used as passage to the bathroom), living room, garage and front yard. Children use the den (daycare room), one bathroom in the end of the hallway, and backyard closes to the above address. The Licensee stated that children never go to the bathroom alone.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: LPA conducted tour with Licensee. LPA reviewed required postage documentation's: Facility License was observed and all required documents posted in the den. LPA observed 1 infant awake in play yard and observed 2 play yards in the den for infants in care.

Backyard was observed jacuzzi was observed covered was indented exposing dented styrofoam and water in the jacuzzi, cover was locked. Picture taken and deficiency cited. Per Licensee, no guns in the home, no pets, no children with medication and occasionally provides transportation. LPA Calderon will continue annual at another day due to insufiicant timing.

Based on observation, and picture taken jacuzzi cover has a small indent, the licensee did not comply with the section cited above in [1] out of [1] jacuzzi covering which poses a potential health, safety or personal rights risk to persons in care.

If jacuzzi is emptied out and non-operable the licensee will write a declaration statement LIC855 stating jacuzzi is not operable. Send proof of fixed jacuzzi to LPA Calderon by poc due date.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on today’s visit, Per California Code of Regulation Title 22 facility had (1) deficiency, cited provided on LIC 809-D.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Scherie Vance. (end page)
